There is currently one opening for a Principal Administrative Analyst located in Los Angeles, CA.

This advanced journey-level position supports the implementation of Metropolitan’s sustainability programs under the direction of the Sustainability and Resilience Section Manager, and the Climate Action Plan Program Manager. The role focuses on developing, coordinating, executing, monitoring, and tracking key sustainability initiatives across the agency.
The position works closely with multidisciplinary teams to advance established plans and programs, ensuring consistent application, performance tracking, and continuous improvement of sustainability efforts, including but not limited to the Zero Waste Plan, Zero Emission Vehicles Program, Sustainable Procurement Plan, Wildfire Management Program, and Sustainable Infrastructure/Envision framework.
What You’ll Do
- Sustainability Program Implementation: Coordinate and implement sustainability initiatives with direction from program leadership; develop and track budgets, schedules, and delivery of assigned initiatives.
- Policy & Program Application: Develop sustainability policies; apply and interpret established technical guidelines and policies related to infrastructure planning, capital improvement, and sustainability programs; support consistent implementation across projects and departments.
- External Coordination: Represent Metropolitan in coordination with outside agencies, member districts, and the public to support implementation and communication of sustainability programs and policies.
- Cross-Functional Collaboration: Serve as a liaison among multidisciplinary teams (engineering, operations, planning, external affairs, etc.) to coordinate and advance implementation of sustainability initiatives.
Program Examples: Sustainability, Climate Mitigation & Climate-Resiliency
Sustainable Infrastructure (Including Envision Framework):
- Support the integration of the Envision framework and broader climate-resilient, sustainable infrastructure principles across Metropolitan’s capital improvement projects.
- Incorporate sustainability and climate resilience criteria into engineering processes, project planning, and design review.
- Evaluate life-cycle costs and benefits to demonstrate the long-term financial, environmental, and social value of sustainable and resilient design strategies.
- Provide support to engineering regarding Envision principles and climate resilience approaches; develop and coordinate training, resources, and staff development efforts, including support for ENV SP credentialing.
- Track and document project performance metrics (e.g., energy use, water efficiency, greenhouse gas reduction, and waste diversion) and support preparation of materials for Envision verification and internal reporting.
Climate Resiliency: Wildfire Management
- Develop and maintain the agency’s Wildfire Management Plan. Work with multiple departments to conduct wildfire hazard assessments, complete vegetation maintenance for wildfire protection, ensure compliance with wildfire legislation, and implement infrastructure hardening measures.
Climate Mitigation
- Lead implementation of Climate Action Plan initiatives, including Zero Emission Vehicle (ZEV) transition, sustainable procurement, zero-waste, and natural gas phase-out programs by managing enterprise-wide projects; developing policies, procedures, specifications, and implementation strategies; coordinating cross-functional stakeholders; conducting technical, financial, and operational analyses; administering contracts and procurement-related activities; tracking performance outcomes; and preparing executive-level recommendations and policy guidance.
Schedule: 44/36, Monday through Friday /Every other Friday off. Monday through Thursday 9 hours per day, 8 hours per day every other Friday.
Hybrid: Metropolitan’s current practice in this position is a hybrid work schedule. This typically includes two days a week in person and the other days remote. This is subject to change dependent on organizational needs.

EMPLOYMENT STANDARDS MINIMUM QUALIFICATIONS
Education and Experience: Bachelor’s degree from an accredited college or university in a related field, and eight years of relevant experience; or Master’s degree from an accredited college or university in a related field, and six years of relevant experience; or two years in a MWD Senior Analyst classification.
Relevant Experience is defined as: demonstrated experience applying sustainability principles within engineering, infrastructure, or public-sector program environments.
Certifications, Licenses, and Registration Requirements:
- Valid California Class C Driver’s License or equivalent is required at time of application.
