SUMMARY:
Applies expert-level knowledge of ratemaking economics, business, and regulatory practices to help to shape the company¿s pricing and regulatory strategies. Leads the development, implementation and monitoring of strategic projects and initiatives and serves as pricing expert witness in regulatory proceedings.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Extensive knowledge of electric utilities' pricing structures, available rate options, financial and operational metrics
Monitors and assess new industry trends on pricing and other tariff offerings
Prepares, manages, and coordinates regulatory filings related to pricing issues
Develops expert testimony in regulatory proceedings regarding the rate design, pricing, and unbundling and other analyses to drive the company¿s modern rate design strategy
Provides in-depth analyses to support expert testimony in regulatory proceedings
Leads the development and preparation of economic and cost of service schedules and tariffs to meet company revenue needs and comply with regulatory requirements
Works with the New Mexico Public Regulation Commission and Federal Energy Regulatory Commission Staffs, attorneys, external stakeholders and personnel in all areas of the Company to accomplish regulatory objectives and company¿s pricing strategic goals
Communicates regulatory compliance filing requirements to appropriate areas of the Company and gains cooperation from those areas to meet the requirements
Leads the production of complex financial and technical data and interprets the results for senior management
Possesses an expert-level knowledge of finance, operations, accounting, economics business, and regulatory principles to evaluate issues and develop policy proposals and strategies
Proposes, develops and supports new pricing options and tariffs which help to attract new economic development projects to PNM service territory.
Assists the Director of Pricing in contract negotiations with existing and new customers when required related to rates and tariff issues.
COMPETENCIES:
Advanced knowledge of integrated resources planning, demand side management strategies, incentive rate design, and cost-effectiveness testimony.
Extensive knowledge of economic, regulatory and pricing principles and practices.
Expert-level understanding of regulatory procedures, pricing theory, regulated ratemaking techniques, and negotiating skills.
Expert knowledge of electric utility industry process, organization, financial structure, and economic requirements.
Ability to think creatively and propose solutions to issues created by the changing business and regulatory environments.
Competencies in strategic thinking and leadership, relationship management, project management and group leadership dynamics.
Ability to identify and drive change in a continuous improvement environment.
Demonstrates strong initiative and the ability to work independently with little or no supervision.
Ability to understand and anticipate potential regulatory issues or problems and develop sound pricing strategies to respond and resolve issues or problems as appropriate.
In depth knowledge of accounting, economics, and business finance.
Advanced knowledge of the filing requirements and appropriate procedures for both the New Mexico and Federal jurisdictions.
Strong Leadership skills and the ability to accomplish goals through the actions of a team.
Strong collaborative skills involving working across multi-discipline areas internal and external to the company.
Acts as a resource to other pricing teammates providing them with technical guidance and direction as needed.
Expert knowledge of tariffs and rules and regulations.
QUALIFICATIONS
MINIMUM EDUCATION AND/OR EXPERIENCE:
Masters degree from college or university in accounting, finance, economics, statistics, or related fields with a minimum of ten years of related experience; or
Ph.D. degree from college or university in accounting, finance, economics, statistics, or related fields with a minimum of 5 years of related experience.
COMMUNICATION SKILLS:
Ability to read, analyze and interpret regulatory orders, rules, testimony, financial documents, legal documents and reports, common scientific and technical journals.
Ability to write and present expert testimony before regulatory bodies, in regulatory proceedings, and in response to information requests.
Ability to effectively present regulatory concepts and proposals to top management, public groups, and/or boards of directors.
Ability to respond effectively to highly sensitive inquiries or complaints.
Ability to effectively give persuasive speeches and presentations on controversial or complex topics to various audiences.
Ability to speak clearly and persuasively in positive or negative situations.
MATHEMATICAL SKILLS:
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
COMPUTER SKILLS:
Ability to develop and/or maintain complex pricing/rate design computer models.
In-depth knowledge and experience using personal computers and selected software (electronic spreadsheets, word processing).
Solid working knowledge of database management and analysis systems.
ANALYSIS AND PROBLEM-SOLVING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to walk and/or stand up to 1/3 of the time and sit up to 2/3 of the time. Manual dexterity required, good vision, and the ability to talk and listen. The employee must occasionally lift and/or move up to 10 pounds.
WORK ENVIRONMENT:
Office environment.
Employees in Services Company may be responsible for providing services to various Holding Company subsidiaries and affiliates.
