This position is responsible for reviewing and approving Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and agreements developed by staff. In this role you will work closely with internal customers to understand their business needs and priorities, explain the solicitation and evaluation processes, and assess overall satisfaction with professional services acquisition and contract administration.
Key responsibilities include serving as a technical expert on complex solicitations, providing consultation, and occasionally participating in high-value or complex contract negotiations. The role also involves responding to inquiries, complaints, and disputes; advising management on risks and options related to professional service contracts; and reviewing draft contracts for consistency with past practices and to identify any inappropriate risks.
In this role you will proactively meet with key customers to plan upcoming solicitations and will train agreement administrators to ensure compliance with Metropolitan’s procurement policies and procedures. The role includes evaluating professional services contracting practices to recommend improvements for cost efficiency and effectiveness. This may involve leading reengineering efforts, staying informed about new technologies and evolving industry practices, and assessing their potential use at Metropolitan. The role also contributes to the development and revision of relevant Metropolitan policies and procedures.
Supervisory duties include selecting staff, assigning and monitoring work, coaching, counseling, and evaluating performance. You will assess employee skills and develop training plans to build team capability. You will also lead the development of team goals, long- and mid-term strategies, and reengineering initiatives. Responsibilities include creating a business plan to achieve team objectives, monitoring progress, analyzing team performance, preparing reports, managing the team’s budget, and addressing staffing and consultant needs. The role also includes approving timesheets, reimbursement requests, and purchases.
Additional responsibilities involve managing data, preparing various reports, giving presentations to managers and committees, developing team procedures, and providing input on quality assurance and quality control practices.
Schedule: 44/36, Monday through Friday with every other Friday off. Monday through Thursday 9 hours per day, and every other Friday 8 hours per day.
Hybrid: Metropolitan’s current practice in this position is a hybrid work schedule. This typically includes two days a week in person and the other days remote. This is subject to change dependent on organizational needs. In addition, a telework policy is scheduled for negotiations and once completed and implemented, will provide final direction on the hybrid schedule

EMPLOYMENT STANDARDS MINIMUM QUALIFICATIONS
Education and Experience: Bachelor’s degree from an accredited college or university and eight years of increasingly responsible relevant experience, of which two years must have been in a project management, supervisory, or lead capacity; or an advanced degree from an accredited college or university and six years of increasingly responsible relevant experience, of which two years must have been in a project management, supervisory, or lead capacity.
Relevant Experience is defined as: Professional service solicitation and contracting practices in a public sector environment.
