As a Principal Resource Specialist you will be responsible for evaluating alternative approaches and associated costs to improve State Water Project supply reliability and water quality, developing and interpreting state and federal water project modeling studies, monitoring and coordinating with state and federal agencies to implement operational changes to existing facilities, forecasting water supply and runoff in varying conditions, and developing potential mitigation options.
You will manage the development of research and analysis related to the State Water Project/Federal Central Valley project operations including: Coordinated Operation Agreement, State and Federal Endangered Species Act operational requirements, State Water Resources Control Board Regulatory proceedings and requirements, water rights provisions and issue resolution, and upstream water rights/supply agreements.
You will represent Metropolitan in public processes and be responsible for participating in multi-disciplinary, in-house teams and coordinating with other water contractors in strategic negotiations and litigation related to the Bay-Delta and the State Water Project. You will also present at Metropolitan Board of Directors meetings, internal management briefings, Member Agency Managers’ meetings, and other public forums.
This position can be based in either Los Angeles or Sacramento. You will be required to travel approximately 15-20% of the time.

EMPLOYMENT STANDARDS MINIMUM QUALIFICATIONS
Education and Experience: Bachelor’s degree from an accredited college or university, majoring in engineering, business administration, economics, finance, environmental sciences, urban planning, geology, geography, hydrology or related field and ten years of related progressively responsible experience in policy development, resource negotiations, development and implementation of solutions to complex problems, or managing large and moderately complex projects, of which two years must have been at the supervisory or project management level;
or
a master’s degree from an accredited college or university majoring in engineering, business administration, economics, finance, environmental sciences, urban planning, geology, geography, hydrology or related field and eight years of related progressively responsible experience in policy development, resource negotiations, development and implementation of solutions to complex problems, or managing large and moderately complex projects, of which two years must have been at the supervisory or project management level.
Related progressively responsible experience is defined:
Work experience with State Water Project and Federal Central Valley Project water systems
operations modeling studies and results and/or work experience with the State Water Project and Federal Central Valley Project operations and associated regulatory requirements affecting those respective water projects.
(Comparable watersheds operations can count towards a maximum of 2 years experience in water systems operations modeling and associated regulatory requirements)
CERTIFICATIONS, LICENSES, AND REGISTRATION REQUIREMENTS
License(s): Valid California Class C Driver’s License or equivalent (required at time of application) that allows you to drive during your employment.
