The role will support the US Head of Global Banking and Markets (GBM) FCC Advisory in providing oversight, guidance, challenge and governance for the US Global Banking and Markets and GLCM function. The role is accountable for interfacing with multiple stakeholders across business lines in support of FCC strategic initiatives. The key interfaces include the direct reports (or their delegates) from the Chief Control Office, Global Banking and Markets, GLCM and Financial Crime Risk functions. In order to assist the US Head of GBM FCC Advisory in achieving the objectives of the US FCC Programme, the role will also support the US Head of GBM FCC Advisory in the development and implementation of robust administrative, operational and reporting procedures to support executive functions of the Global Head of FCC.

 
Impact on the Business
  • The role will support US GBM FCC in building a strong cross governance framework, ensuring that the high level reporting requirements (Correspondent Banking Risk Forum, Affiliate Working Group, Banking Risk Forum) are timely and of high quality.
  • Develop and monitor procedures that are fit for purpose, which support the administrative and operational requirements of GBM FCC and ultimately the US Head of FCC function.
  • Support significant change/transformation initiatives within the US FCC functions. Work in close cooperation with other stakeholders to ensure alignment of activities, procedures and initiatives.
Customers / Stakeholders
  • Strengthen the risk focus on the agreed obligations that may extend over long periods of time.
  • Work closely with FCC teams to ensure regular reporting on FCC strategic measures and achievements.
  • Assist the US head of GBM FCC in review of FCC strategies and plans which fall under the oversight of the US FCC Head.
  • Actively contributes to MTO’s by providing challenges, methodological support and ensuring alignment with Group and regional strategy.
  • Manages the process for strategic reviews and provides support on reporting matters.
  • Work closely with FCC teams to ensure recurring reporting is developed and produced to support key FCC accountabilities.
Leadership & Teamwork
  • Foster a close working relationship with the local compliance and monitoring teams.
  • Assist in liaison with stakeholders in relation to FCC strategic initiatives and objectives.
  • Work effectively and collaboratively with HNAH and Group FCC and RC leadership teams, Regional and Global Businesses and Risk functions.
  • Demonstrate core behaviors and values including teamwork, focus, drive and determination.
Operational Effectiveness & Control
  • Support the articulation of the Risk Strategy to key stakeholders.
  • Monitor the effectiveness of implementation of Risk Strategy and policies.
  • Develop a detailed understanding of Global FCC critical issues.
  • Bring clarity to strategic trends and forecasting to ensure that FCC initiatives stay within limits both on a short-term and long-term basis.
  • Ensure compliance with all relevant internal and external rules, regulations, and procedures that apply to the conduct of the business in which you are involved.
  • To implement the Group compliance policy locally by containing compliance risk in liaison with the Head of Group Compliance, Global Business Compliance Officer, Area Compliance Officer or Local Compliance Officer, ensuring adequate compliance resources and training, fostering a compliance culture and optimizing relations with regulators.

  • To Keeping abreast of regulatory developments in Local and Global FCC matters.
  • With increasing regulatory focus, demonstrating compliance with financial crime standards is paramount.
  • Assessing the compliance implications of new products and services.
  • To influence risk and business strategies not only at a challenging point in time from an economic and capital standpoint, but also at a time when the regulatory and competitive environment is significantly challenging our business models.
  • To drive solutions but bring balance in implementation complexity given the competing priorities on risk resources.

Role Context (The environment and operating conditions of the role including the extent of guidance and authority)

  • This is a position that will be working across a set of risk “silos” that typically are not coordinated in some areas, so clear communication of the need for coordination and change will be needed, as well an approach to practical and easily implemented solutions.
  • The jobholder will need to work closely with the Local FCC Heads along with key Global stakeholders on the FCC and RC Regional teams.

Management of Risk (Operational Risk / FIM requirements)

  • Ensure compliance, operational risk controls in accordance with HSBC or regulatory standards and policies; and optimize relations with regulators by addressing any issues.
  • Adheres to HNAH’s Statement of Business Principles and Code of Ethics.
  • The jobholder will also continually reassess the operational risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology.
  • This will be achieved by ensuring all actions take account of the likelihood of operational risk occurring.
  • Also by addressing any areas of concern in conjunction with line management and/or the appropriate department.

Observation of Internal Controls (Compliance Policy / FIM requirements)

  • Maintains HSBC internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators.
  • As appropriate for the role, ensures alignment with regulatory requirements, the Compliance FIM, HNAH’s Enterprise Compliance Policy and Program, the CRMP Manual, HNAH’s BSA/AML Policy, other Group policies and all related policies and procedures.
  • The jobholder will also adhere to and be able to demonstrate adherence to internal controls. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.
  • The jobholder will implement the Group compliance policy by containing compliance risk in liaison with Global Head of Compliance, Global Compliance Officer, Area Compliance Officer or Local Compliance Officer. The term ‘compliance’ embraces all relevant financial services laws, rules and codes with which the business has to comply. This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators.
