Metropolitanís facilities include the 242-mile Colorado River Aqueduct, five conventional water treatment plants with a combined capacity of 2.3 billion gallons per day, nine surface water reservoirs, 800 miles of pipeline, and 16 hydroelectric power plants.

The Metropolitan Water District of Southern California is looking to hire a Safety and Regulatory Services Section Manager. This position is based in our headquarters in Los Angeles which is adjacent to Union Station.

As the Operational Safety and Regulatory Services (SRS) Section Manager you will help Metropolitan meet its mission of providing adequate and reliable supplies of high-quality water to meet present and future needs in an environmentally and economically responsible way and in addition providing a safe workplace.

To be effective in this role you will need detailed knowledge and experience in a number of areas including waste water, hazardous materials, hazardous waste, air quality,workplace safety and safety training.

Within this role you will be required to utilize and demonstrate: understanding of Metropolitanís water and power systems, in order to implement recommendations and programs for compliance with environmental regulations and workplace safety; ability to analyze data, think logically, make appropriate decisions, and present viable recommendations; ability to adapt to changing conditions and circumstances; and exceptional interpersonal team building, and customer service skills.

Determine and promote the most effective and efficient Environmental, Health and Safety practices; protect Metropolitan employees, the public, and the environment and facilitate compliance with related statutes and regulations; and ensure that SRS Section staff provide quality support services and guidance in alignment with Metropolitanís mission, goals, and objectives.


JOB DUTIES

1. Ensures that significant Environmental, Health and Safety risks associated with Metropolitan facilities, programs, and activities are identified and avoided or mitigated to the extent practicable by maintaining effective safety and environmental monitoring, training, and response; audit and self-inspection; hazardous materials management and clean-up; and permitting and event database systems.

2. Ensures that Water System Operations customers (both internal and external) are well-served through the provision of high quality guidance and technical services delivered in a timely manner.

3. Promulgates policies, procedures, and/or activities to comply with applicable Environmental, Health and Safety statutes and regulations. Ensures timely and accurate safety and environmental compliance reporting.

4. Plans and manages the SES sectionís budget to ensure the most efficient use of resources, adherence to guidelines, and accurate and timely reporting.

5. Ensures the ongoing viability and effectiveness of the section through continuous review of program and staff performance and through sound recruitment, development, advancement, and retention programs.

6. Ensures that the section addresses Metropolitanís changing needs through effective strategic planning and management with emphasis on emerging standards in both the public and private sectors.

7. Ensures that WSO technical training is delivering appropriate technical training (safety, environmental, electrical, mechanical, hydraulics, water treatment and distribution) to satisfy regulatory requirements and job specific needs.

8. Ensures Apprenticeship Program is recruiting, teaching and graduating certified journey-level trades technicians.

9. Oversees the sectionís staffing plans, personnel actions, and employee relations activities; develops performance measures and ensures they are consistently applied; promotes employee training and development; and responds to complaints and grievances.
JOB REQUIREMENTS: EMPLOYMENT STANDARDS

MINIMUM QUALIFICATIONS

Education and Experience: Bachelorís degree from an accredited college or university and fourteen years of increasingly responsible relevant experience, of which six years must have been in a management or supervisory position; or an advanced degree from an accredited college or university and twelve years of increasingly responsible relevant experience, of which six years must have been in a management or supervisory position.

Responsible relevant experience is defined as experience in one of more of the following: air quality, wastewater, hazardous materials/waste, workplace safety, technical/safety training and regulatory/legislative review process of which six years must have been in a people management or supervisory position.

Required Knowledge of: Principles of Environmental, Health and Safety risk; Environmental, Health and Safety practices and procedures including inspection, audit, and clean-up; federal, state, and local government legislative processes and Environmental, Health and Safety regulations; political process; current business and organizational management theories and practices; public sector personnel practices and regulations; budgeting practices and procedures; contracting practices and regulations; management and supervisory concepts and techniques; team building; and governmental and community relations.

Required Skills and Abilities to: Manage a diverse work force; plan, organize, and review the work of subordinates; review work products for quality and validity; encourage and facilitate cooperation; mentor, develop, and motivate staff; determine training needs of staff; exercise judgment and discretion; research, analyze legislation, and evaluate its impact; develop position papers; communicate orally and in writing on administrative and technical topics; represent Metropolitan to regulatory agencies, public agencies, and elected officials; establish and maintain collaborative working relationships with all levels within the organization, other agencies, elected officials, and the public; use presentation and business applications; and prepare presentations for executive management, Board of Directors, and member agencies.

CERTIFICATES, LICENSES, AND REGISTRATIONS REQUIREMENTS

Licenses: Valid California Class C Driver License or equivalent that allows you to drive in the course of your employment. (Required at time of application)

DESIRABLE QUALIFICATIONS
Certified Industrial Hygienist from the American Board of Industrial Hygiene or Certified Safety Professional.
