Duties

As Regional Director, Region 4, you will serve as the Regional Director for a designated region of the country and as such participate with the Director for Field Operations, the Deputy and Assistant Administrator, Office of Security Operations, in directing and overseeing highly complex security programs and operations. As one of seven Regional Directors you will oversee a designated region of the country which includes the States of Arkansas, Louisiana, Mississippi, New Mexico, Oklahoma and Texas. You will reinforce TSA vision, objectives, and broad strategic goals and objectives and ensure the effective execution of the OSO strategic plan. You will promote and ensure execution of organizational initiatives, and continually assess progress in achieving key priorities and initiatives at the regional level. You will develop key strategies and priorities that will support and direct the use of available resources to achieve OSO\'s goals across all regions, address unique individual regional issues, and serve as part of OSO\'s strategic planning efforts. You will assist in development and implementation of OSO\'s evolving priorities and ensure that priorities align with a high-performing counter-terrorism organization. You will ensure regular review of established airport operations metrics to measure and assess organizational performance in your region on an ongoing basis. You will ensure Federal Security Directors (FSDs) in your region have contingency plans that are formulated, exercised, and in compliance with emergency preparedness policies to ensure successful execution in an emergency event. You will supervise and direct FSDs within your region and provide executive leadership for major TSA initiatives impacting broad programs and operations. You will ensure that agency programs are de-conflicted and horizontally integrated within the region. You will ensure consistency and uniformity across your region. You will serve as a conduit for communication between headquarters and the field and collaborate with other Regional Directors to ensure consistency and uniformity across TSA. You will identify and share best practices and devise solutions to operational problems with broad impact. You will support and implement existing strategy that effectively communicates and delivers a clear nexus between transportation security layers and their security benefits and value to the public within each region. You will support, develop and maintain partnerships with key regional stakeholders to ensure overall success of broad goals and objectives, including DHS, other agency regional directors, congressional leaders, and other senior executive representatives within the Federal government and with private sector organizations. You will represent TSA and deliver key messages to stakeholders and the public. You will coordinate with the Regional Field Intelligence Managers to ensure FSDs receive timely operational intelligence products. You will maintain situational awareness of emerging threats focusing on regional vulnerabilities and monitor operational developments and on-going incidents. You will evaluate the need for new or revised policies and consult with executive leadership in OSO and TSA in coordinating new program policies with far-reaching impacts. Qualifications

To qualify for this position, you must have one year of specialized experience at a level close to the level of the work of this job that has given you the particular knowledge, skills, and abilities required for successful performance. You would typically gain this experience by working within this field or a field of work that is closely related. Such experience includes providing key policy advice and guidance and expert leadership in establishing and implementing comprehensive airport security operations and strategies.

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined in the How You Will Be Evaluated section of the Job Opportunity Announcement. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

DRUG TESTING: You must pass a pre-employment drug test. In addition, you may be subject to random drug and/or alcohol testing during employment.

SECURITY CLEARANCE: This position requires a TS/SCI (Top Secret/Secured Compartmentalized Information) clearance that must be completed prior to appointment. You will be subject to a 5-year periodic investigation and must be able to obtain and maintain a TS/SCI clearance.

MOBILITY:
The Transportation Security Administration (TSA) was created in the wake of 9/11 to strengthen the security of the nation\'s transportation systems while ensuring the freedom of movement for people and commerce. TSA employs a risk-based strategy to secure U.S. transportation systems, with nearly 50,000 Transportation Security Officers, each day at approximately 450 airports nationwide. The agency continuously sets the standard for excellence in transportation security through its people, processes, technologies and use of intelligence to drive operations.

As a member of the TSES, you may be subject to frequent changes in posts of duty and positions. Mobility is a condition of employment, so you must be prepared to accept, without objection, the judgment of your superiors concerning reassignments for operational and/or career development purposes, or for other reasons determined to be in the best interest of the Transportation Security Administration.
