Duties

As the Executive Director, Operations you will develop a multi-million dollar budget and oversee budget reviews for all TSA IT major capital investments for large hardware, telecommunications services, and other applications. You will make budget expenditures, as necessary, to best accomplish the TSA mission. You will develop acquisition strategy and plans, and communicate the strategy to staff and also build reports to OIT AA/DAA on operations stability (e.g., service disruptions) and the impact on IT operations. You will collaborate with TSA AAs and DAAs to assess current and project IT requirements to identify and implement creative solutions. You will partner with TSA Federal Security Directors, Local Airport Authorities, TSA HQ staff, DHS officials, FEMA, Department of State, GSA, equipment manufactures and technology integrators to provide data communications support across TSA’s domestic and international operations. You will oversee all IT support functions for all contract airports as part of TSA’s Screening Partnership Program. You will also ensure delivery of IT service align with the DHS mission, vision and goals. You will identify opportunities and/or risks for delivering IT services, such as leveraging emerging technologies in partnership with stakeholders and headquarters offices. You will establish governance processes of direction and control to ensure objectives are achieved, risks are managed appropriately, and the organization’s resources are used strategically in all areas of IT with consideration of emerging technologies within the industry. You will provide TSA with rapid application design and development capabilities. You will also provide innovative and expert leadership in the establishment and implementation of IT policies and procedures as it relates to delivery of IT services, in accordance with applicable Federal and Departmental policies, laws and directives. Qualifications

To qualify for this position, you must have one year of specialized experience at a level close to the level of the work of this job that has given you the particular knowledge, skills, and abilities required for successful performance. You would typically gain this experience by working within this field or a field of work that is closely related. Such experience includes providing innovative and expert leadership in overseeing the development of innovative architecture and technology solutions, guidance and direction to ensure IT policies, procedures and systems operate effectively. This experience may also promote the advancement of IT to drive standardization of technologies and identification of technology trends and/or approaches that may support the fulfillment of TSA’s mission. As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined in the How You Will Be Evaluated section of the Job Opportunity Announcement. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

DRUG TESTING: You must pass a pre-employment drug test. In addition, you may be subject to random drug and/or alcohol testing during employment.

SECURITY CLEARANCE: This position requires a TS/SCI (Top Secret/Secured Compartmentalized Information) clearance that must be completed prior to appointment. You will be subject to a 5-year periodic investigation and must be able to obtain and maintain a Top Secret clearance.

The Transportation Security Administration (TSA) was created in the wake of 9/11 to strengthen the security of the nation\'s transportation systems while ensuring the freedom of movement for people and commerce. TSA employs a risk-based strategy to secure U.S. transportation systems, with nearly 50,000 Transportation Security Officers, each day at approximately 450 airports nationwide. The agency continuously sets the standard for excellence in transportation security through its people, processes, technologies and use of intelligence to drive operations.

As a member of the TSES, you may be subject to frequent changes in posts of duty and positions.
