Duties

If you are selected for this position, you will serve as a Deputy Assistant Federal Security Director for Threat Assessment Programs (DAFSD-TAP) for the Office of Security Operations (OSO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). You will be responsible for managing staff in support of threat assessment programs, which includes Transportation Security Officers certified in Behavior Detection (Master, Expert, and Supervisory Detection Officers), Transportation Security Specialists – Explosives (TSS-Es), and Explosive Detection Canine Handlers. You will also administer laws, regulations, and policies pertaining to TSA’s transportation security program with a focus on the utilization of layered security assets and techniques (e.g., canines, behavior detection, explosives assessment) to mitigate threats. The primary tasks of a DAFSD-TAP include protecting the traveling public by preventing dangerous or deadly objects from being transported on an aircraft or other transportation mode; participating in briefings concerning sensitive information; and communicating with subordinate supervisors and employees regarding any weaknesses in the security screening process and making recommendations for improvements.

Duties include, but are not limited to:

  • Exercising authority with managerial responsibility over staff in a 24x7 environment
  • Utilizing risk-based analysis to ensure effective scheduling of operations assets (e.g., Behavior Detection Officers, TSS-Es and Canine Handlers) to mitigate risk
  • Making recommendations concerning significant internal and external program policy issues affecting the overall organization, such as scheduling, FTE allocation, selections, process control, developing performance criteria, and identifying, distributing, and balancing workload among employees
  • Working collaboratively with other airport managers and Federal Security Directors as part of tactical and strategic planning process, including the development of deployment plans, investment analyses, capital budgets, and acquisition plans
  • Providing professional guidance and expertise in monitoring and evaluation existing aviation operations security and related law enforcement programs, and in developing and implementing innovative approaches and long-term improvement to mitigate threats
Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.

Qualifications

Your application for this SV-1801-J pay band position must reflect one (1) year of specialized experience that is in or related to the duties of the position as described above and is at the experience level of the SV-I pay band or GS-13 (or equivalent level) in the federal government or the private sector. You must meet the qualifications required for this position no later than the closing date of this job opportunity announcement. Qualifying specialized experience for this position is experience that reflects your particular competencies, knowledge, skills, and abilities to successfully perform the duties of this position which involves supporting the Assistant Federal Security Director (AFSD) for Screening in mitigating threats against aviation and other modes of transportation. Such specialized experience would include responsibility for day-to-day operations in explosives operations, behavior detection, or canine explosives detection to mitigate threats against aviation and other modes of transportation; OR program management in the area(s) of explosives operations, behavior detection, or canine explosives detection that required advanced knowledge of the policies, processes, and methods employed to mitigate threats associated with the program.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Supervisory/Managerial Trial Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory trial period to continue in this supervisory/managerial position.

Conditions of Employment:

  • You must be able to obtain and maintain a Secret Clearance.
  • You must be proficient in English (e.g., reading, writing, speaking, comprehending).
  • You must possess United States\' Citizenship or be a U.S. National.
  • Note: This position is not a law enforcement position; therefore, it is not covered by law Enforcement Availability Pay (LEAP) or Law Enforcement Retirement.
