Duties

This Equal Employment Specialist position is located in the Affirmative Employment Branch, Civil Rights, Diversity and Inclusion Division (CRDI), Office of Civil Rights and Liberties, Ombudsman and Traveler Engagement (CRL/OTE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include:

  • Collecting, analyzing, and presenting workforce data, including routine reports for stakeholders on recruitment, disciplinary actions, removals, and terminations by individual offices and program offices; Identifying trends and potential problems.
  • Developing and implementing TSA’s annual MD-715 report and plan for submission to the Equal Employment Opportunity Commission (EEOC), as well as other EEO related reports.
  • Coordinating and conducting EEO related training and briefings to CRDI stakeholders and customers to demonstrate effective policies and practices while developing and maintaining a positive and advisory relationship with customers in matters concerning discriminatory policies, procedures, and practices.
  • Participating in designing, developing, and implementing a comprehensive education program to include Special Emphasis Program awareness, to highlight the contributions of ethnic, culture, and minority groups, and generate a monthly, quarterly, and annual metrics or report to leadership, EEOC, and/or Congress.
  • As needed, participating in the processing of EEO complaints, to include counseling, case management, and acceptance or dismissal of formal complaints, in accordance with 29 C.F.R. Part 1614 and EEOC’s MD-110 to ensure timely and quality actions throughout the complaint process.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-G Pay Band, you must meet one of the qualification requirements (A, B, OR C) outlined below.

A. Experience: For those qualifying using experience, your application must clearly outline one year of specialized experience at the SV-F Pay Band in Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Such experience includes but is not limited to assisting in the development and submission of EEOC and OPM annual reports (i.e. MD-715, FEORP, DVAPP, HEP, MSI, etc.) and agency barrier and trends identification and analysis; and assisting in the development of Special Emphasis programs and experience preparing and presenting information to management orally and in writing;

OR B. Education: Ph.D. or equivalent doctoral degree or 3 years of progressively higher education in a related field from an accredited college or university or LL.M., if related.

OR C. Combination of Education and Experience: Combinations of successfully completed post-graduate education (beyond the second year) and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the position; then determining the education as a percentage of the education required for the position; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position.

GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

To qualify for the SV-H Pay Band, you must have one year of specialized experience at the SV-G Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes but is not limited to experience with laws, regulations, and policies related to the civilian Federal sector Equal Employment Opportunity Program and EEO complaint processing in accordance with EEOC CFR 29, Part 1614, and EEOC MD110; and producing EEO related correspondence, documents, and reports (i.e. MD-715;FEORP;DVAPP;HEP; MSI); conducting agency barrier and trends identification and analysis; developing agency Special Emphasis Programs (SEP) and conducting EEO training and outreach.



National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
