Duties

This Program Analyst position is located in the Acquisition Management Outreach Division, within the Office of Acquisition (OA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be developing and conducting reviews of acquisition programs for complex technology systems, service acquisitions and information technology systems. Typical assignments will include, but are not limited to:

  • Reviewing acquisition support products for technical accuracy and ensuring adequacy and timeliness of Mission Need Statements, Concepts of Operation, Operational Requirements Documents, Analysis of Alternatives, Acquisition Program Baselines and Acquisition Plans in support of program reviews and acquisition decision events. Presenting programmatic issues to a variety of audiences in meetings, presentations, or briefings.
  • Collaborating with program managers and OA personnel in developing new and innovative approaches to improving acquisition documentation and processes. Ensuring that policies and strategies that are documented align with DHS, TSA and Office of Acquisition strategic guidance.
  • Providing consultative and advisory services to assist customer with preparing for Acquisition Review Boards, defining program objectives, acquisition program processes, policies and directives and recommendations for program improvement.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying knowledge of evaluation methodology (e.g., metrics, fact-finding, and investigative techniques) to evaluate project/program effectiveness, efficiency, and performance; and collecting, developing, and analyzing a variety of information to provide advice, guidance and instructions to managers to improve acquisition program processes, procedures, and outcomes.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
