Duties

This Program Analyst position is located in the Office of Intelligence and Analysis (OIA), Mission Architecture and Process Innovation Division, Governance and Architecture Branch, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as a senior analyst in analyzing, evaluating, and providing overall direction in developing comprehensive solutions for highly complex initiatives related to transportation vetting, analysis, and intelligence operations that impact broad and strategic objectives for the OIA, TSA and DHS. Typical assignments include but are not limited to:

  • Serving as project lead providing overall program management in developing comprehensive business solutions for highly complex initiatives related to transportation vetting, analysis, and intelligence operations; working with stakeholders in OIA, other TSA offices, and occasionally across the department or other government agencies.
  • Leading and participating in the identification, planning, management, analysis, and implementation of business initiatives that cross multiple lines of business including providing briefings to stakeholders and leadership. Anticipating challenges that impact TSA and OIA and its multiple components, crossing multiple mission functions and disciplines. Developing alternatives to solve problems; formulating and recommending positions on major projects/policies/issues to senior management.
  • Leading projects that facilitate the capture and prioritization of requirements and changes, and working with solution providers to establish release plans and schedules. Serving as an expert resource and principal point of contact regarding governance and business change control processes impacting programs and operations. Establishing, maintaining, and supporting the intake process for OIA-level needs repository and associated governance processes and outputs.
  • Performing business requirements gathering, analysis, and documentation for high complexity initiatives. Leading requirements elicitation and analysis sessions with stakeholders in OIA and other TSA offices, and occasionally across the department or other government agencies to understand the business rationale and priority of the requested changes, and representing the stakeholder\'s needs accordingly.
  • Utilizing advanced analytical and statistical methods/techniques; applying understanding of broad organizational needs, program knowledge, principles of management and strategic planning; and anticipated impacts, risks, and issues to present recommendations to senior leadership on new initiatives, competing priorities, and the strategic direction of OIA and its multiple components.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14/15), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the position to be filled. Such experience includes applying analytical and statistical methods and techniques to assess and enhance mission performance and program effectiveness; applying and implementing industry-leading practices, methodologies, tools and processes for component and enterprise-level governance and project management; business architecture and business requirements development/management; systems development lifecycle and leading business capability planning, development, and implementation.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
