Duties

This Program Manager position is located in the Office of Intelligence and Analysis (OIA), Program Management Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as Branch Chief and Manager in the Maritime Program Management Branch over approximately 11 government employees. You will be responsible for directing planning; program budget and financial planning; program execution; acquisition planning; contract management; program resources; internal/external communications; customer service performance for the implementation of the Transportation Worker Identification Credential (TWIC) Program; customer service, and risk based security of the maritime sector as a joint program with the U.S. Coast Guard. Typical assignments will include but are not limited to:

  • Maintaining the day-to-day operational tempo through the effective use of division resources, while planning, directing and coordinating broad and highly complex projects that cross organizational lines and transportation modes, and which provide support for strategic TSA and/or OIA goals and operations while addressing concerns and issues from Congressional, industry, and governmental stakeholders and transportation workers.
  • Planning and managing operations and logistics planning for complex biometric smart card production and issuance in alignment with DHS and Federal Personal Identity Verification (PIV) credential standards requiring coordination, management and tracking of card production, quality assurance, shipment/returns, remote and in-person smart card activation for transportation workers for new, lost/stolen, revoked and replacement credentials across the U.S. and U.S. territories.
  • Working closely with U.S. Coast Guard, DHS Screening Coordination Office (SCO), and other DHS offices; coordinating and leading responses to TSA organizations\' program inquiries, concerns and issues; Congressional, General Accounting Office (GAO), Inspector General (IG) TWIC inquiries; and stakeholder and transportation workers\' concerns and issues.
  • Managing and coordinating interagency and cross-program initiatives, including associated credentialing policy and requirements alignment and implementation to define, develop and implement new/updated policy, procedures, regulations, and technology impact across DHS physical credentialing programs, Technology Infrastructure Modernization (TIM) Program/Division and multiple modal programs (aviation, maritime and surface).
  • Representing the agency at various meetings with Federal, state, and local officials on vetting and credentialing security matters. Advising such officials of TSA security transportation program requirements, policies and legislative mandates.
  • Representing TSA and briefing Congressional staff regarding critical, complex program initiatives and preparing for Congressional hearings regarding maritime programs.
  • Reviewing and supporting the development and complex execution of integration and transition-related technology modernization activities critical to the TIM Program Maritime Mission Services transition and integration efforts.
  • Managing TWIC Program cost and revenue oversight to maintain program funding to support the operational sustainability of the TWIC fee based program for the life of the program.


Supervisory duties include strategic planning; communicating the program\'s vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of the organizational unit and employees; coaching and developing staff; approving leave; taking or recommending corrective/disciplinary actions as appropriate; defining, acquiring and allocating budget, staff, and other resources to accomplish objectives; leading and integrating the budget planning processes and projects; and participating in planning efforts that cross organizational lines.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), You must have one year of specialized experience equivalent to the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled, and is typically in or related to the work of the position to be filled. Such experience includes managing and implementing multiple, complex projects or programs including managing and directing project/program planning, operations, budgeting and requirements definition.

This position requires additional training and experience per DHS Acquisition Workforce Policy Number 064-04-001, Certification Requirements for Acquisition Program Managers, dated May 20, 2010 at Level III. Applicants must be certified at a level commensurate with the responsibilities of the acquisition being managed. Applicants must possess a DHS or Defense Acquisition Workforce Improvement Act (DAWIA) certification (copy required, with certification and career field information). Applicants not certified may still apply and be selected, but must be able to achieve certification within 18 months of appointment.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
