Position Description
The Citrus Heights Water District is seeking qualified candidates for the position of Senior Management Analyst - Operations. If you are detail oriented with strong project management and operations support experience, we want to hear from you.
Regional Government Services and its staff is conducting this recruitment for the Citrus Heights Water District.
The Senior Management Analyst, under the direction of the Director of Operations, will serve as program manager for the District's Water Efficiency program. In concert with the Division's long and short-term Strategic Plan initiatives, the Senior Analyst will assist with planning, organizing, and facilitating the administrative and technical operations activities for the District including policy administration, fiscal and procurement oversight, and project management. The Senior Analyst will also implement and facilitate water savings programming within the District including community engagement initiatives such as WaterSmart classes, webinars, and library resources; the District's Community Garden Corps programming and its related volunteer coordination; compilation, analysis, and reporting of water management statistics; and oversight of applicable contracts.

ABOUT CITRUS HEIGHTS WATER DISTRICT
Founded in 1920, Citrus Heights Water District (CHWD), an Irrigation District operating under the State of California Water Code, is celebrating more than 100 years as a leading independent water service provider. CHWD provides drinking water to an estimated population of 67,000 customers via approximately 20,000 water service connections in a 12.8 square mile service area within portions of Citrus Heights, Fair Oaks, Orangevale, Carmichael, and Roseville in the Greater Sacramento Region.
The CHWD has 33 full-time dedicated staff, over one-third of whom have postsecondary degrees, who operate and maintain a conjunctive use surface water and groundwater system. CHWD also has many value-added programs for its customers. CHWD’s team focuses on providing high quality water and great customer service. The District operates under a governing body of three elected members on a Board of Directors with an appointed General Manager. It is the mission of CHWD to furnish a dependable supply of safe, quality water delivered in an efficient, responsive, and affordable manner. Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience:
Three years of increasingly responsible professional experience, with at least one year of experience similar to the District’s Management Analyst.
Training:
Equivalent to a Bachelor’s degree from an accredited college with major course work in public administration, business administration, environmental management, or a related field.
License and Certificate:
Possession of a valid California Class C Driver's License may be required at the time of appointment. Failure to obtain or maintain such required license(s) may be cause for disciplinary action. Individuals who do not meet this requirement due to a physical disability will be considered for accommodation on a case-by-case basis. Possession and proof of a good driving record free from multiple or serious traffic violations or accidents for at least the most recent two (2) years is required.
When Assigned to Operations:
Possession of, or ability to obtain, a Level 1 Conservation Practitioner certificate from the American Water Works Association within one year of hire date may be required.
Possession of, or ability to obtain, a Grade D1 Water Distribution Operator certificate from the State Water Resources Control Board within one year of hire date may be required.

BENEFITS INFORMATION:
The starting salary will be commensurate with the experience, qualifications and skills of the successful candidate and within a salary range of $85,238.40 - $115,107.20 annually.
In addition to a Pay-for-Performance program, District salaries are reviewed annually for a cost-of-living adjustment based on the Consumer Price Index for All Urban West Coast consumers.
Work Schedule – District observes a 4/40 work schedule with all employees working Monday - Thursday. The District's offices are closed on Fridays.
Retirement – The District participates in CalPERS in addition to Social Security contributions. The CalPERS Benefit is 2% at age 55 for classic members and 2% at age 62 for new members as defined by PEPRA, subject to the limitations set by CalPERS. Employee pays the employee portion of the CalPERS contribution. Additional information may be found on the CalPERS website.
Health Insurance – District provides health insurance plan options for employees and their dependents and offers a $400 monthly medical stipend to employees who do not enroll in the District’s health plan. District also provides, Flexible Spending and Dependent Care account options that cover some or all co-pays, deductibles, and out-of-pocket medical costs.
Dental/Vision Insurance – District provides dental and vision coverage to employees and their dependents.
Deferred Compensation Plan – Optional enrollment in a pre-tax payroll-deducted 457 plan (ICMA-RC), District offers 3% employer match, based on annual limits established by the IRS.
Life Insurance – District pays for $100,000 of employee life insurance. Employees may purchase additional supplemental life coverage.
Vacation Leave/Management Leave/Sick Leave – District offers generous paid time off benefits including 8 hours of monthly vacation accruals, 8 hours of monthly sick leave accruals, and 10 hours of floating holidays per year. The floating holiday time can be cashed-out if not used. In addition, management employees receive 80 hours of management leave which can also be cashed-out if unused.
