Duties

This Transportation Security Specialist position is located in the Office of Security Policy and Industry Engagement (OSPIE), Surface Division, Industry Engagement Branch, Transportation Security Administration (TSA),Department of Homeland Security (DHS). If selected for this position, you will serve as the Transportation Security Specialist of the Industry Engagement managers on a real time basis in order to foster strategic partnerships with the industry. Typical duties will include, but are not be limited to:

  • Serve as the Transportation Security Specialist of the Industry Engagement Support Branch supporting the Industry Engagement Managers on a real time basis in order to form strategic partnerships with the industry.
  • Primary point of contact interacting with senior staff and government entities regarding engagement activities. Uses information gathered to make recommendations to leadership addressing industry/stakeholder concerns.
  • Dissemination of information regarding new and effective security technologies to industry.
  • Conducting engagement activities for all modes of transportation in the absence of a specific modal engagement manager.
  • Ensures engagement activities are conducted to discuss concerns and issues and receive input for policy or program proposals. As the alternate to the Section Chief and Industry Engagement Managers, engages national transportation providers at the CEO, COO, and the Security Directors levels.
  • Development and dissemination of intelligence assessment products, collection of risk assessment products, vulnerability gap analysis and best practices.
  • Collection of stakeholder engagement metrics for all modes, development and publishing of Divisional Internal Operating Procedures.
  • Assisting in engaging to mutually develop national security policy, development and management of information sharing support tools such as: stakeholder contact lists, web boards, Homeland Security Information Network (HSIN), newsletters, and I-Share.
  • Coordination of division responses to GAO audits, IG investigations and congressional inquiries.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14/15), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience state or local government or the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:

  • Experience engaging with stakeholders to collaboratively develop security policy;
  • Experience gathering information to make recommendations and address industry stakeholder concerns; AND
  • Experience developing intelligence assessment products, collection of risk assessment products.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
