Program Analyst - Transportation Security Administration - Arlington, Virginia - EXPIRED

This Program Analyst position is located in the General Training and Online Learning Center Branch, Training Operations Division (TOD), within the Office of Training and Development (OTD), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Typical assignments will include:

• Designing and conducting studies on program deficiencies and variables such as communications, information flow, information quality assurance, and information technology.
  
• Analyzing information on program deficiencies, evaluating alternative methods for resolution, and presenting recommendations to stake holders.
  
• Interpreting policy guidance and providing assistance to managers and employees on applying policy guidance to assigned program areas.
  
• Ability to identify program deficiencies, propose recommendations, and resolve issues; expert knowledge and understanding of the A.D.D.I.E model to build and develop effective training and curriculum.
  
• Developing, maintaining and providing oversight for overall training course files to ensure success of newly implemented procedures; evaluating and assessing modifications and problems.
  
• Organizing and directing council meetings with senior executives of the organization.
  
• Conducting risk assessments involving the integrity of critical and complex Office or Division programs and processes.
  
• Providing senior staff with well-reasoned and supported advice recommendations regarding program operations, improvement, and agency objectives.

STATEMENT OF DIFFERENCE: The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes: Applying detailed knowledge of analytical and evaluative methods, techniques, and procedures to perform routine research activities and to develop and document processes and procedures; Conducting studies to examine problems and determine solutions; and Communicating guidance, information, and direction; presenting analyses and findings both orally and in writing; and attending internal and external meetings.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes: Applying an advanced knowledge of analytical and evaluative methods, techniques, and procedures to perform a variety of research activities and to develop and document processes and procedures; conducting multiple, varying studies to examine problems and determine solutions and alternative approaches; and communicating guidance, information, and direction;expert knowledge and understanding of the A.D.D.I.E model to build and develop effective training and curriculum; defending policies and programs; and presenting analysis and findings both orally and in writing and representing an organization at internal and external meetings.
