Duties

The Program Analyst position is located in the Emergency Preparedness Section, Operations Branch, Flight Operations Division, Office of Law Enforcement/Federal Air Marshal Service (OLE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be responsible for serving as a subject matter expert (SME) in the areas of emergency preparedness and emergency management. Duties also include, but are not limited to:

  • Developing and delivering complex incident management exercises and training, to include, agency wide training curriculums, exercises, and processes specifically related to transportation security.
  • Supporting the Critical Incident Management Group, as a representative of the Emergency Preparedness Section. Participating with inter and intra agency working groups (i.e. planning), targeting preparedness efforts and program issues (from a strategic and operational perspective), and making sound recommendations for improvements.
  • Assisting in the development and issuance of agency-wide incident management exercises, and providing operational guidance and instructions.
  • Supporting the emergency preparedness and operational readiness of agency headquarters offices and field elements. Performing periodic review of operational plans, emergency preparedness, and management directives.

Qualifications

To qualify for the SV-J Pay Band (equivalent to the GS-14), you must have on year of specialized experience equivalent to the SV-I or GS-13 in the Federal Service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes: using expert knowledge of emergency and watch floor operations, Emergency Preparedness and Exercise and Evaluation Program; using National Incident Management System (NIMS); applying comprehensive knowledge in strategic planning, monitoring, review and evaluations in at least TWO of the following programs: information services, budget, facilities, operational planning, intelligence, acquisition, training and transportation security; leading working groups in achieving strategic goals and objectives while participating as a principle specialist.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
