Duties

This Facilities Operations Specialist position is located in the Building Management Services (BMS) Division, Office of Finance and Administration/Office of the Chief Administrative Officer (OFA/CAO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will manage building facility related projects requiring coordination among internal TSA organization elements, external vendors, and the end user/customer from initiation through project completion. This may include construction and renovation, furniture procurement and installation, and relocation services. You will manage the project costs, schedules, and performance to meet established goals and objectives. Duties include:

  • Designing and conducting comprehensive facilities management studies for issues pertaining to building management and services.
  • Ensuring equipment and facilities are available to meet mission requirements.
  • Acquiring space independently or through General Services Administration (GSA).
  • Using software to develop project schedules.
  • Preparing procurement documents, Statements of Work (SOW), government estimates, Reimbursable Work Authorizations (RWAs), Memoranda of Agreements (MOAs), Inter-Agency Agreements (IAAs), Blanket Purchase Agreements, and ensuring execution of funds, payment of invoices, and reporting of fund status to BMS accounting/financial managers.
  • Providing technical support for day to day facilities operations, environmental and energy management policy conformance, Operations and Maintenance (O&M) contractor conformance, space planning or reconfiguration projects, scheduling, and construction change order reviews and renovations.
  • Representing the facility within TSA to brief project status, gain support for project goals, and positively influence facilities management.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-G Pay Band (equivalent to GS-11), you must meet one of the qualification requirements (A, B, OR C) outlined below.
A. Experience: For those qualifying using experience, your application must clearly outline one year of specialized experience at the SV-F Pay Band or GS-9 in Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Such experience includes utilizing scheduling software, (i.e., MS Project or Primavera) as well as Microsoft Excel to assist in tracking project schedules, milestones, and the execution of project funds; applying interior design principles and basic Computer Aided Design (CAD) planning tools for changes and updates to interior spaces; and assisting in reviewing policies and regulations in order to provide building management and facility services.

B. Education: Ph.D. or equivalent doctoral degree or 3 years of progressively higher education in a related field from an accredited college or university or LL.M., if related.

OR

C. Combination of Education and Experience: Combinations of successfully completed post-graduate education (beyond the second year) and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the position; then determining the education as a percentage of the education required for the position; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position.

GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience equivalent to the SV-G pay band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes applying interior design principles and using basic Computer Aided Design (CAD) planning tools for changes and updates; applying facilities management principles and practices in order to plan, organize and schedule work, monitor and evaluate the progress and outcome of operational plans anticipating potential threats or opportunities; and experience with leasing and contracting agreements, procedures, and practices.


NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
