Education and Work Experience:  

Education: Graduation from an accredited University with a Bachelor’s Degree in Accounting or Business.

Completion of either the CPA or CMA certificate. Current certification is required for the duration of employment.

Work/Professional Experience: Minimum of 5 years’ experience in managerial accounting and supervisory experience and the ability to serve as a member of a leadership team.

 

Scope of Position: The Divisional Finance Director (DFD) oversees the financial affairs and accounting of The Salvation Army Cascade Division. The DFD gives leadership and supervision to the Finance Department and is responsible for accounting, planning and reporting for the approximately 35 units within the Cascade Division. The DFD is a member of the leadership team and will help to ensure accurate and timely financial reporting as required.

 

Knowledge, Skills and Abilities Required:

  • Thorough knowledge and understanding of Generally Accepted Accounting Principles (GAAP) and other Financial Accounting Standards Board (FASB) guidelines.
  • Broad proficiency in Excel and Word and useable experience with Access and PowerPoint.
  • Excellent verbal and written communication skills.
  • Ability to work effectively in a team environment and independently.

Essential Duties and Responsibilities:

The DFD is the assets custodian of the Division and is responsible for all aspects of financial management and accounting including but not limited to:

  •  Acts as an advisor to the Divisional Secretary for Business and others in divisional administration on matters of fiscal policy and management of the division.
  • Responsible for the oversight of management reporting including financial statements, audits and budgets.
  • Provides oversight of accounting procedures throughout the division to insure compliance with Generally Accepted Accounting Principles, FASB requirements, and Salvation Army policy to ensure accuracy, validity and consistency of accounting practices.
  • Oversees all accounting within the division internal bookkeeping systems, fiscal controls and management systems.
  • Meets monthly with Divisional Leaders to review divisional finances and estates/trust accounts.
  • Directs, leads, and coordinates the acquisition and distribution of the lease or purchase of vehicles for use in the Cascade Division.
  • As a member of Command Finance Council (CFC), will provide interpretation of financial data and procedures.
  • Provides oversight of the development of reports that will communicate financial summaries in a valid but easily understood format for non-financial managers.
  • Functions as the secretary for CFC. Will present items pertaining to requisitions, budgets, and audits for review by CFC.
  • Develops and recommends appropriate fiscal operating changes as needed and provides account analysis and maintenance procedures in accordance with stated policies and procedures and compliance with the requirements of funding sources.
  • Works with field units to resolve accounting problems and provide training of field unit personnel in a variety of aspects of accounting.
  • Visits each field unit annually to review the unit’s financial performance.
  • Maintains a relationship with independent (CPA) auditors, including presentation of audits and the authorization of audit fees and costs.
  • Keeps management apprised of financial, personnel, and other situations that will contribute to valid management decisions.
  • Directs preparation of timely budgets and financial forecasts.
  • Prepares allocation schedules for the Portland Metro units. This includes but is not limited to endowment earnings, Special Appeals, and other fund raising revenue. Submit to CFC for approval as a part of the annual budget process.
  • Conducts or assists with internal audits as needed.
  • Coordinate the preparation and submission to City and County entities all requests for property tax exemption as required for exemption of Salvation Army owned properties as required by statute.
  • Act as the liaison and secretary for the Portland Metro Advisory Board Finance Committee. Attend Executive Committee and Advisory Board meetings as requested.
  • Attend Advisory Council or Board meetings as requested by the Divisional Commander or Divisional Secretary.
  • Review and recommend estate allocation fees for CFC.
  • Compile mileage for employees and officers for proper 1099 and/or taxable fringe benefit reporting.
  • Other duties as may be assigned.

 

Physical Requirements:

This position requires long periods of sitting at a desk using a personal computer with screen monitor and telephone.

May be required to lift, move or carry materials up to 25 pounds.

While performing the duties of this job, the employee is regularly required to sit; use hands to finger, hand, or feel objects, tools, or controls; to talk or hear; reach with hands and arms.

Specific vision abilities required by this job include close vision and distance vision.

Must be able to comprehend assignments and/or ask for additional information or clarification until the assignment is understood.

Ability to operate telephone, desktop and laptop computer, copiers, scanner, fax, and other standard office machines.

 

Working Conditions:

The employee will work on many projects at once with interruptions and noise from ringing telephones, printers, copiers, and walk-in traffic. The position meets multiple, constant, rigid deadlines, and competing/changing priorities. There will be phone and in-person contact with people from diverse backgrounds who may be angry, hostile, confused, or frustrated.

 The position requires the mental aptitude to organize projects, set priorities, calculate, catalogue, inspect, analyze plans, comprehend, and cooperate with others, & etc.

 The employee works with minimum supervision and the work involves a high degree of independence. May be required to make independent decisions that may involve unique or unusual situations and/or complex issues and dealing with demanding requests and/or timelines.

Must have a valid driver’s license and a good driving record.

Occasionally travels overnight and out-of-state. Must be able to travel by air transportation.

 

Schedule:

With the supervisor’s approval, the DFD will establish a standard workweek taking into consideration the essential duties of this position, the mission of the department, and of the Salvation Army. The work of exempt employees is not measured solely by hours worked. Employees in exempt positions are expected to work the hours necessary to complete assignments on a schedule that satisfies the requirements of the job. A full-time commitment typically requires a minimum of 80 hours per bi-weekly pay period.
