This Contracting Officer Representative position is located in the Contracts and Finance Branch of the Technology infrastructure Modernization (TIM) Division, Office of Information Technology (OIT), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as a Contracting Officer\'s Representative (COR)/Alternate COR for assigned contracts. You will be responsible for independently overseeing the planning, analysis, and administration of the various contracts and related activities. Typical assignments include but are not limited to:

  • Maintaining a close and effective partnership with Contracting Officers to ensure Office of Acquisitions (OA) programs, policies, and procedures are implemented. Assisting and advising Contracting Officers and Managers on acquisition matters for the entire program. Participating in and conducting quality assurance and inspection activities, reviewing and approving invoices, and oversight responsibilities.
  • Supporting the program leadership by providing subject matter expertise on the core Design and Development Contract actions, managing the Onboarding Process, independently ensuring that funding is aligned to contractual tasks and the spend plans are appropriately aligned to organizations priorities.
  • Acting as a lead specialist in complex acquisitions and coordinating activities in support of the TIM Program and the Contracting Officer. Developing and reviewing mission critical procurement request packages prior to submission to the Office of Acquisitions and providing technical program advice and guidance on pre/post award documents and strategies.
  • Tracking and approving invoices for existing contracts and coordinating activities related to contract modifications and management of purchase requests. Performing analysis to ensure budgetary, financial, and organizational compliance and alignment with all plans and activities; and briefing senior management on issues and risks impacting the program.
  • Working independently and competently with the TIM Program Management Office to develop complete, comprehensive acquisition packages for all actions relative to the TIM system design and development, support activities, and future operations and maintenance requirements.
  • Coaching, mentoring, and guiding staff that perform similar duties, but have less complex, more routine assignments.

To qualify for the SV-J Pay Band (equivalent to GS-14/15), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying Federal Acquisition Regulations, guidelines, and processes in order to administer contracts from initial development to final contract and post-award; and developing acquisition documents for information technology acquisitions (i.e., acquisition plans, statements of work, cost estimates, market research).

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
