JOB DESCRIPTION

The Journeyman Communications Technician reports to the Technical Service Manager and works with Information Technology/Meter Services personnel and other departments as directed. The position performs activities such as, planning, designing, installing, operating, maintaining, troubleshooting, testing, removing all communication devices so as to provide for all inter and intra-utility communications, Energy Management System (EMS), Meter Data Management System (MDMS), Supervisory Control and Data Acquisition (SCADA) and two way radio voice and data communication. The Cooperative supports a positive work environment that emphasizes the Cooperative’s current mission statement and core values.

 

ESSENTIAL FUNCTIONS

Responsible for all communication functions including but not limited to:

  • Planning, design, specifying and acquiring equipment and materials needed for radio systems owned or purchased by the Cooperative.
  • Operation and maintenance of the Cooperative’s radio voice, data equipment, networking and router devices to include installing, programming, testing, calibrating and repairing.
  • Installation and wiring of truck radios and base station repeater equipment.
  • Installation, maintenance, testing and troubleshooting of digital microwave and fiber optic communication systems, multiplex equipment and wireless communication devices.
  • Installation and maintenance of Automated Meter Infrastructure (AMI) communication equipment in substations and field.
  • Accurately track and maintain effective maintenance documentation, licensing, inventory and configuration records associated with all communications equipment in accordance with applicable FCC regulations.
  • Maintain an ongoing Preventive Maintenance (PM) program for verifying and maintaining the operational integrity of all radio and data communications systems.
  • Assist supervisors and engineering personnel by providing technical advice relating to communications and conduct field surveys for selection of communication sites and systems.
  • Create reports, wiring diagrams and schematics as needed.
  • Report any possible public liability, unsafe condition, or property damage immediately.
  • Operate forklifts and maintains a valid forklift certification.

Responsible for conducting in-house training for apprentices and assisting other Equipment and Meter Technicians on issues including but not limited to:

  • Assist with resolving members Radio Frequency Interference (RFI) complaints.
  • Inquiries about radio operation, specifications and load control.

Responsible for maintaining knowledge and utilization of various software programs associated with each piece of communications equipment.

May assist in some of the following duties as directly assigned by the supervisor:

  • Training and development of Technician apprentices.
  • Meter and Equipment Technician duties when required.
  • Install and maintain electrical equipment at cooperative headquarters as needed
  • Make recommendations for new technologies, equipment and devices to supervisor for budgetary purposes.
  • Update and maintain the Cooperative’s communication specifications.

MINIMUM QUALIFICATIONS

The JOURNEYMAN COMMUNICATIONS TECHNICIAN must have the following minimum qualifications:

  • A high school diploma or equivalent.
  • Completion of recognized JOURNEYMAN TELECOMMUNICATIONS OR ELECTRONICS apprenticeship program, or have a minimum of 5 years’ experience in the duties of a JOURNEYMAN COMMUNICATION OR ELECTRONICS TECHNICIAN that includes experience in construction, operation and maintenance of communications equipment.
  • Must possess a valid FCC general radio license or obtain within one year of hire.
  • Valid Arizona State Class D drivers’ License.
  • Ability to work effectively and professionally with employees and customers.
  • Ability to work with minimal supervision, irregular and/or overtime hours.
  • Ability to learn to read the Cooperative's system maps, diagrams and specification charts.
  • Skills in Excel, Outlook, Internet Explorer, Word, Windows.

 

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT

The work is performed predominantly outdoors and around energized equipment containing high voltage. The work requires the ability to endure different types of weather conditions, poor road conditions, dealing with a variety of animals, being exposed to various chemicals and cleaning solvents.  Tools and equipment used in this classification will include a voltmeter, protective equipment, and hand-held meter reading devices, and other small hand tools. 

The job requires the ability to drive and walk for long periods of time, and to lift and move equipment and meters from warehouse to truck to job site.  The use of stairs occasionally is required.  The job involves 40% sitting, 50% standing or walking, and 30% squatting, bending, pushing/pulling, and 20% couching, kneeling, and reaching. 

The individual must be able to reach over his or her head 50% of the time, and consistently move on his or her feet 60% of the time.  Frequently the position requires lifting from floor, waist-level, or overhead materials weighing from 10 to 50 pounds.  The position requires extensive fine finger dexterity, including simple and firm grasping, fine manipulation and repetitive movements, including typing, with both hands.
