This Supervisory Financial Specialist position is located in the Financial Management Division, Internal Control Branch, within the Office of Finance and Administration (OFA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the Branch Manager with full scope managerial duties including setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance, coaching and developing staff, approving leave, and taking or approving corrective/disciplinary actions as appropriate. Typical duties include, but are not limited to:

  • Directing and overseeing the TSA Management Control Program, ensuring the continuous evaluation, improvement, and reporting on the TSA management control system meets the requirements of the Federal Managers\' Financial Integrity Act (FMFIA), Office of Management and Budget (OMB) and DHS regulations. Developing and issuing policy guidance for compliance and reporting requirements associated with the Management Control Program.
  • Serving as the TSA Management Control Officer, providing direction, oversight and reporting to ensure TSA management control activities are administered in accordance with the FMFIA. Preparing and maintaining the TSA Management Control Plan and monitoring management control assessments to ensure compliance with the OMB Circular A-123 and GAO Standards for Internal Control in the Federal Government (September 2014).
  • Providing training to TSA Assessable Unit Managers and program managers on management control concepts and Management Control Program goals, policies, and procedures.
  • Preparing the annual FMFIA Statement of Assurance to document TSA\'s financial management system\'s conformance to Government-wide requirements.
  • Providing oversight and direction for the performance of independent reviews of financial data including trend analyses of key balance sheet line items to identify and explain variances; and conducting independent reviews of financial statement estimates such as accounts payable estimates for general federal and non-federal accounts payable and accounts receivable, with particular focus on allowance for doubtful accounts.

Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying advanced financial management & internal control principles, concepts, regulations, and analytical methods to internal management control activities; AND experience analyzing and evaluating financial & internal control information and reports to suggest improvements and identify risks; AND either executing internal audits or managing financial statement audits; AND experience leading, developing, overseeing and managing Management Control Programs. Additional experience includes working across an agency at leadership levels and with senior financial management and internal control stakeholders at a Department level to develop and implement goals and objectives.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

•Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
