The Metropolitan Water District of Southern California is a consortium of twenty-six cities and water districts that provides drinking water to nearly 19 million people in Southern California. Metropolitan's facilities include the 242-mile Colorado River Aqueduct, five conventional water treatment plants with a combined capacity of 2.6 billion gallons per day, nine surface water reservoirs, 800 miles of pipeline, and 16 hydroelectric power plants. 

This position is the Project Lead for Deferred Compensation (401k and 457 plans), financial education, and CalPERS retirement contract administration.  This includes overseeing day-to-day operational functions; selecting, coordinating, and hosting financial, pre-retirement and retirement workshops; and working with outside consultants, brokers, third-party administrators, and financial providers.  He or she will be the main point of contact between various financial consultants and will work directly with CalPERS staff on retirement issues.  This position will also be responsible for coordinating committee meetings, directing assignments, reviewing proposed legislation, coordinating Requests for Proposal, reviewing proposed legislation, and providing guidance for contract and compliance issues.

*         Oversee day-to-day administration of the 401k and 457 plans, including enrollments, election changes, bi-weekly payroll processing and uploads, loans, various distributions, rollovers and roll-ins, sick and annual leave payouts

o    Administer the 457 special catch-up elections, including meeting with employees, researching prior year contributions, and processing the enrollments

*         Oversee the Savings Bond Program

*         Handle all service credit request between employee, CalPERS, and transferring funds from deferred compensation plans

*         Work with Legal and Record-keeper on Qualified Domestic Relation Orders (QDROs), including processing and finalizing payouts

*         Work with IT, Record-keepers and HRIS on file feed updates, changes, and issues as needed

o    Ensure deferred compensation closed files are audited, shipped offsite for required retention, then destroyed

*         Review and update the annual fiduciary application for Risk Management

*         Develop annual Board reports

*         Process death claims and meet with beneficiaries in relation to the 401k and 457 accounts

*         Assist with developing, coordinating, and hosting financial, pre-retirement, and retirement workshops and quarterly site visits for various Metropolitan sites

o    Develop materials, kits, and presentations as needed for various workshops

*         Develop various employee communications, including company-wide emails, memos, and presentations, as well as individual participant and beneficiary letters

*         Provide and train support staff on providing retirement consultations

*         Perform other duties as assigned

JOB REQUIREMENTS:

EMPLOYMENT STANDARDS

MINIMUM QUALIFICATIONS

Education and Experience:

Bachelor's degree from an accredited college or university in a related field, and six years of relevant experience; or three years as a MWD HR Analyst III (effective through June 2015)

Required Knowledge of: Principles, practices and techniques of employee benefit analysis and administration; federal, state, and local laws; regulations applicable to the administration of employee benefit programs and practices; research methods and data analysis techniques

Required Skills and Abilities to:

* Lead, direct, organize, and review the work of staff

* Implement and utilize data gathering and reporting procedures

* Gather relevant data, analyze problems, evaluate alternatives, and make appropriate decisions and recommendations

* Develop, understand, interpret, explain, and apply benefits and human resource rules, regulations, policies and procedures, and applicable local, state, and federal laws course of work

* Effective communication. Proficient in MS Office and effective business communication; business letter writing and report preparation

* Detail orientated, Strong customer service and presentation skills

* Valid California Class C Driver License or its' equivalent in your state of residence that allows you to drive in the course of your employment.

DESIRABLE QUALIFICATIONS

* Highly experienced in administering deferred compensation and defined benefit plans

* Prior CalPERS and Union experience very helpful, Benefits administration skills in health and voluntary benefits helpful

* Proficient with HRIS systems

* Certified Financial Planner and/or Certified Retirement Counselor preferred
