Summary

Reporting to the Executive Vice President of Tax and Payroll, this position is responsible for managing all domestic payroll functions for the Company. This includes producing bi-weekly and on-demand payments for 20,000 employees, policies, procedures, controls, system analysis and daily management of operations. This position also makes recommendations to senior management regarding procedural and system improvements.

 

Primary Duties and Responsibilities

  • Manages the payroll function while ensuring best practices and continuous improvement.
  • Oversees a departmental staff of ten, providing leadership, developing top talent, and conducting performance management.
  • Oversees payroll tax remittance, filing and , reconciling with ADP for 900 + agency accounts throughout the country with assistance of Payroll Senior Tax Manager. Coordinates tax policies to ensure timely deposits and filings with all appropriate jurisdictions.
  • Responsible for the Development and Documentation of payroll policies and procedures ensuring compliance with Sarbanes Oxley, all federal, state and local laws and regulations.
  • Provides guidance to field payroll personnel and assists all facilities with payroll related inquiries.
  • Develops and maintains documented payroll and audit procedures and best practices for the field and corporate business units.
  • Maintains external vendor relationships (e.g. ADP for Tax filing, Garnishment processing and pay stub printing, bank for pay cards, Kronos for timekeeping) to ensure compliance and best practices.
  • Acts as liaison with IT for Infinium and Kronos system maintenance and enhancements; with HR regarding compensation and benefit issues; and with Accounting for general ledger and reporting requirements.
  • Coordinates payroll deduction interface files for 401(k) and various other employee benefit deductions.
  • Represents the payroll perspectives with mergers and acquisitions implementations.
  • Drives direct deposit and on-line pay stub projects.
  • Provides support for internal and external financial audits plus Federal, State and client audits. Provides litigation support.
  • Manages special projects as needed.
  • Performs other duties as assigned.

Minimum Requirements

  • Bachelor’s degree in finance, accounting or other business-related field. An advanced degree is a plus, as is a current CPP (Certified Payroll Professional) certification.
  • Ten (10) years of successively increasing management experience with a minimum of five (5) years with direct responsibility for a payroll function.
  • Thorough knowledge of automated payroll systems (Infinium a plus) and time collection systems (Kronos a plus).
  • Broad exposure to federal, state and local taxes including knowledge in federal, state and local Income tax, unemployment tax, credits and incentives.
  • Strong leadership abilities and be able to interact with all levels of management.
  • Strong knowledge of accounting, tax, and financial reporting.
  • Working knowledge of information technology and data management.
  • Ability to work with computers and the necessary Microsoft and Google software typically used by the department.
