Duties

The Program Analyst (Policy):

  • Designs, develops, implements and evaluates safety projects and programs designed to strengthen the SMS capacity of transit agencies, State Safety Oversight Agencies (SSOAs) and other industry stakeholder organizations.
  • Provides transit safety policy support to the other Offices in TSO. Supports SMS implementation planning, including integration of management systems and gap analyses; supports transit safety performance management.
  • Exercises a thorough working knowledge of the organization and substantive programs such as program management, correspondence and reporting requirement with the FTA, and provides assistance for the Safety Management Systems program.
  • Works with other TSO project managers to integrate SMS into TSO projects.
  • Provide advice in the management and oversight of all aspects of FTA-funded programs and projects include the following areas: technical capacity, standards, maintenance and operations, safety and security, cost and schedule estimates and risk management.
  • Works with the data analysis team to provide guidance to transit agencies on common definitions, safety risk data collection and analysi sresults, safety risk reporting, and safety performance management that supports an SMS approach to safety risk management.
  • Examine and develop project progress reports, financial statements and schedules and compare them with the latest approved budgets and schedules noting any significant cost increases and slippage.



Qualifications

To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.

TO QUALIFY FOR THE GS-11,

On Education, you must have:

  • Ph.D. or equivalent doctoral degree
  • 3 full years of progressively higher level graduate education leading to such a degree
  • A LL.M., if related
You can also qualify based on a combination of education and matching experience.

On Experience, you must have one year of specialized experience equal or equivalent to the following:
  • Experience assisting in conveying technical information on transportation or safety through presentations and briefings to internal and external audiences
  • Experience participating as a member of a team responsible for managing transit safety programs.
  • Experience identifying and analyzing data.
TO QUALIFY FOR THE GS-12,

On Experience, you must have one year of specialized experience equal or equivalent to the following:
  • Experience developing and conveying technical information on transportation, performance management, or Safety Management System (SMS) or safety to executive leadership and external audiences
  • Experience leading inter-disciplinary, inter-office or inter-agency teams; transit programs or projects, or SMS or safety programs or projects.
  • Experience with data analysis as it relates to transit safety.
You cannot substitute education for experience at the GS-12 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
