Duties

This position is located in the Facilities and Security Services Division (FSSD), Office of Management (OM) in the Office of Inspector General (OIG), Department of Homeland Security (DHS). As a Senior Security Specialist, you will interpret, develop and recommend policy improvements and implementing instructions for application of security requirements. Typical assignments include:

  • Establishing and evaluating division goals, timetables, milestones and other performance measures against relative costs and benefits of program initiatives and mission objectives.
  • Conducting broad-based studies pertinent to the development and implementation of OIG security policies and guidelines, ensuring conformity with DHS Management Directives.
  • Making expert decisions regarding what needs to be done and conducting extensive probes to determine the nature and scope of any problems identified and providing recommendations to the Assistant Inspectors General.
  • Participating, as a senior member, on national level security policy forums and ensuring Office of Inspector General (OIG) interests are represented.
  • Recommending, presenting, and defending OIG positions on controversial issues dealing with all aspects of Personnel, Physical, and Administrative security.
  • Interpreting, formulating and implementing guidance for classification management.
  • Implementing and monitoring policies, instructions, procedures, control systems and methods for delegation and exercise of classification and declassification authority.
  • Advising OIG employees of security training requirements and changes in security procedures.

Qualifications

Applicant must possess one year (52 weeks) of specialized experience equivalent to the GS-13 grade level in the federal service which has given you the knowledge, skills, and abilities to successfully perform the duties of the GS-14. Specialized experience at this level may include interpreting, developing and recommending policy improvements and implementing instructions for application of security requirements; establishing and evaluating division goals, timetables, milestones and other performance measures against relative costs and benefits of program initiatives and mission objectives; developing and implementing processes and procedures to protect classified national security information in accordance with Federal laws and regulations and organization policies; advising organization employees of security training requirements and changes in security procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The qualification requirements listed above must be met by 05/01/2017of this announcement.

Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by 05/01/2017of this announcement.


Applicants tentatively selected for this position will be required to submit to a drug test to screen for illegal drug use. A final offer of employment is contingent upon a negative drug test result.

Completion of one year probationary period may be required.
