Duties

This Budget Analyst position is located in the Business Management Division, Budget and Finance Branch within the Office of Security Policy and Industry Engagement (OSPIE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will apply your experience and advanced knowledge of the Federal Budget Cycle, appropriations laws, and departmental policies to make effective decisions regarding budget and financial management. Typical assignments include, but are not limited to:

  • Provides advice and recommendations to OSPIE Division Directors and program staff regarding budget and financial management actions for areas to include advice with the travel program and government purchase card program.
  • Processes travel authorizations and travel vouchers; assists with monthly travel voucher audits and reviews; assists with updating reports relating to travel status; Keeps abreast of changes in travel policies and guidance notifying OSPIE Staff and Divisions.
  • Performs extensive research and analysis to support the manager, team leader and experienced professional project/program teams to identify procedural problems in program operations; Monitoring and conducting studies on operating programs; analyzing and reporting findings; making tentative recommendations in reports to improve program operations.
  • Prepares spending allocations and current operating plans to accomplish the total budgetary program objectives to make recommendations.
  • Prepares financial reports or written documentation that is clear, concise and convincing for intended audiences.
  • Supports the program managers in contract planning and execution to ensure programs meet the business needs.
  • Reviews procurement request to ensure compliance with Federal procurement procedures and regulations and sufficiency of technical specifications of purchase descriptions and supporting information.

    The major duties described above reflect the full performance level of this position. Typically, the lower pay band (Pay Band G) performs the same duties but will receive more guidance and projects or work assignments may be less complex.

Qualifications

To qualify for the SV-G Pay Band, you must have one of the qualification requirements (A, B, or C) outlined below.

A. Experience: If you are qualifying using experience, your application must clearly outline one year of specialized experience at the SV-F Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:

  • Experience knowledge of Federal Budget Cycle, departmental policies, appropriations laws, to make effective decisions regarding budget and financial management.
  • Applying management principles and directives, laws/regulations which apply to the travel program and the government purchase card program.
  • Evaluative techniques to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations.
  • Applying analytical methods and techniques to identify and resolve complex procurement.
OR

B. Education: A Ph.D. or equivalent doctoral degree in a related field; OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.

OR

C. Combining Education and Experience: Combinations of successfully completed graduate education (beyond the second year) and experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position.

GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Applicants who meet the qualifications listed above based on education or a combination of education and experience must provide proof of education, such as a list of completed college courses or the date and school of degree (including the number of semester or quarter hours) or transcript(s) from an accredited college or university. To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:


  • Experience knowledge of Federal Budget Cycle, departmental policies, appropriations laws, to make effective decisions regarding budget and financial management.
  • Applying management principles and directives, laws/regulations which apply to the travel program and the government purchase card program.
  • Designs and conducts studies where the issues under review require recommending program changes or improvements to systems and processes as a fully trained specialist, team member, or as a team leader over small project or programs.
  • Identifies and proposes technically sound and administratively compliant solutions to a range of recurring issues requiring considerable judgment to ensure that recommendations and approaches best meet TSA operational needs.
NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
