Duties

This Program Analyst position is located in the Mission Optimization Branch, Integrated Plans and Support Division within the Office of Global Strategies (OGS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve the internal and external point of contact for the regional capacity development program for OGS. You will analyze global aviation security risks and provide mitigation through regional delivery of assistance. Typical assignments will include but are not limited to:

  • Defining and planning the OGS capacity development strategic policy framework and managing the alignment of capacity development priorities to OGS, TSA and DHS strategic priorities or initiatives.
  • Serving as a technical specialist for the OGS capacity development prioritization model.
  • Serving as a technical analyst for the development of new plans and programs for on-going initiatives and special studies.
  • Planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve program effectiveness and efficiency.
  • Participating in meetings with host country government officials, subject matter experts, and other stakeholders.
  • Developing and maintaining relationships with stakeholders to successfully execute capacity development initiatives.

Qualifications

Specialized experience:

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying analytical and evaluative methods and techniques to assess and advise on program efficiency, effectiveness, and viability; analyzing aviation security risk data to draft memos, briefings, reports, and other technical documentation to communicate analyses; managing multiple projects, monitoring risks, and developing implementation plans for program activities; and participating in bi-lateral or multi-lateral engagements with foreign governments.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying analytical and evaluative methods and techniques to assess and advise on program efficiency, effectiveness, and viability; analyzing aviation security risk data to draft memos, briefings, reports, and other technical documentation to communicate analyses; managing multiple projects, monitoring risks, and developing implementation plans for program activities; applying international transportation standards, policies, and programs, including security standards developed by the International Civil Aviation Organization (ICAO), to analyze global aviation security risk and to develop plans, programs, and studies; and leading bi-lateral or multi-lateral engagements with foreign governments.

National Service Experience (i.e., volunteer experience):

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
