Duties

This Financial Specialist position is located in the Finance and Budget Branch, Business Management Office (BMO) within the Office of Information Technology (OIT), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will resolve financial and management problems typically requiring extensive analysis of key TSA programs that often impact multiple TSA line offices and the transportation industry. You will plan, analyze, determine cost/benefit relationships, and coordinate a great variety of functions, operations, teams, or interfacing administrative systems. Typical assignments include but are not limited to:

  • Conducting examinations that require an integrated analysis or intricate and complex accounting systems, business activities, and financing over a broad range of transportation industries as they impact management and transportation security programs. Developing and applying unique or extensive probing and analysis techniques and methods. Providing internal management control; performing policy development; and providing facility management.
  • Serving as Undeliverable Orders (UDO) Coordinator for OIT, working with Contract Officer Representatives (CORs) and the Office of Financial Management to reopen accurate UDO status, and following up with the COR to ensure timely and proper contract closeout actions. Serving as the Program Spend Plan Maintenance Coordinator, ensuring that the supported plans are properly populated and provided to OIT divisions, and ensuring the proper execution to division spend plans.
  • Serving as Liaison between OIT and the Chief Financial Officer (CFO), ensuring that all budgets tasking from the CFO are completed in a timely basis. Serving as SME to the Deputy AA, BMO Director, General Managers, and eight Divisional Directors on all financial management matters.
  • Coordinating with organizational Program CORs to determine the proper UDO status and following up with CORs to ensure UDOs associated with expired contracts are properly closed out.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: 1.)designing or updating financial programs utilizing new and changing financial regulations, or management standards; AND 2.) analyzing, evaluating, and developing budget resource and program documents to monitor spend plans; AND 3.) applying business and management principles to support organizational operations (e.g., strategic planning, resource allocation, coordination of people and resources).

NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
