Duties

This Information Technology (IT) Specialist (ENTARCH) position is located in the Office of Information Technology (OIT), Enterprise Architecture Division (EAD), Enterprise Architecture Governance Branch (EAGB), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected, you will serve as an Enterprise Architect (EA) reporting directly to the Branch Chief of the EAGB. You will participate in the application of architectural elements in the analysis, planning, design, implementation, documentation, assessment, and management of the business architecture to align IT strategy, plans, and systems with TSA\'s mission, goals, structure, and processes. You will provide EA support in the establishment and management of TSA\'s decision-making framework and governance boards. As a member of the EA core team, you will be responsible for all activities involving the development, implementation, maintenance, and management of TSA architectures including guiding systems, application development and acquisition efforts; developing EA processes, procedures, and standards; and defining EA performance measures. Additionally, you will provide technical advice to the TSA Chief Architect and EAD management on matters pertaining to the application of EA principles, policies, concepts, methodologies, and practices across TSA\'s enterprise. Typical duties include:

  • Providing policy guidance, advice, and assistance in the definition, design, and implementation of the target business and technical architecture, reviewing of the as-is state and development of the enterprise transition strategy to achieve the organization\'s strategic and performance goals.
  • Preparing and submitting status reports and responses to organizational performance measures and ensuring alignment of EAD projects and programs with tactical (short term) objectives.
  • Developing and maintaining TSA\'s business architecture including documenting the high level mission map, enterprise-wide views, office/line of business views, and detailed capability views using modeling techniques.
  • Developing and maintaining line of sight between TSA\'s business architecture and technical architecture, including ensuring approved hardware and software acquisitions are accurately reflected in the Technical Reference Model (TRM) list and are associated with the appropriate IT programs.
  • Conducting complex analyses in support of architectural activities and developing architectural products (e.g., architectural reviews of business and technical artifacts, conducting interviews, and data gathering activities).
  • Implementing plans and strategies to modify the IT infrastructure based on EA principles, policies, concepts, and practices to support TSA’s short and long range goals, objectives, and plans.
  • Participating in cross-organizational analyses to identify duplicative investments, gaps, or opportunities for collaboration within TSA, Homeland Security, and across Federal agencies.
  • Identifying opportunities to improve enterprise-level systems to support business processes and utilizing emerging technologies.
  • Promoting and educating customers and stakeholders on the use and value of the enterprise architecture.
  • Serving as the Contracting Officer Representative (COR) and EAD representative to the IT Acquisition Review (ITAR) board responsible for managing all assigned EAD contracts.
  • Leading the preparation, submittal, and review of all assigned EAD acquisition packages to ensure compliance with TSA and Homeland Security EA and acquisition policy and guidelines.

Qualifications

FOR ALL IT POSITIONS: To qualify, you must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and to make recommendations.
In addition to the above requirements, to qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, abilities and/or competencies to successfully perform the duties of the position. Specialized experience is defined as: 1.) providing Enterprise Architecture policy guidance to assist in supporting business units of a large organization or agency; AND 2.) defining, designing and implementing target architectures; AND 3.) assisting in the review and development of enterprise transition strategies.

NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
