Duties

This Program Analyst position is located in the Deployment and Logistics Division, within the Office of Security Capabilities (OSC), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the TSA agency lead and subject matter expert in the assigned program area. You will serve as principal specialist for challenging projects, programs, or activities under minimal direction of a manager or executive. Typical assignments include:

  • Advising on the application of statistical methods, explaining the relationship between various models or metrics used within TSA for deployment/operational improvements.
  • Utilizing available data sources and participating in the development of recommendations for new approaches, policies and objectives directly related to emerging equipment deployment issues.
  • Analyzing trends from available metrics data and identifying factors most likely to impact operating costs, deployment schedules, and equipment needs.
  • Providing guidance and instruction to TSA managers on recommending and developing written materials, TSA/DHS internal and external publications.
  • Reviewing dates on equipment deployment and requirements to assist in making recommendations for future deployment decisions.
  • Analyzing outside metrics such as equipment utilization, maintenance and deployment costs to make recommendations on future actions.
  • Analyzing and evaluating security technology program operations and efficiency to improve overall aviation security and operational performance.
  • Establishing performance metrics, proposing methods for ensuring equipment solutions align with program requirements, goals and objectives.
  • Managing and conducting field data collection activities to establish baseline performance for aviation technology. Studying findings to appropriate rates and standards of resource allocations for equipment and manpower.
  • Providing OSC correspondence reports to TSA Senior Leadership and prepare OSC responses.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14/15), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience would include performing analyses and making recommendations to improve program performance; identifying policies to define and organize resources for large projects and programs; establishing and tracking operational metrics to identify trends to improve program efficiency and determining strategies to determine resource requirements and assess potential threats to project/program completion.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
