Duties

This Program Analyst position is located in the Portfolio Branch, Checked Baggage Technology Division, within the Office of Security Capabilities (OSC), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be performing analytical and project management duties. Administering and monitoring multiple projects, tasks and assignments and ensuring all deadlines are met. Typical assignments include, but are not limited to:

  • Performing project management and analytical duties for multiple budget formulation and acquisition projects. Performing budget formulation and execution, as well as acquisition and test and evaluation activities and project integration. Monitoring cost, schedule, risk acquisition plans and performance.
  • Coordinating and developing program planning documentation, including acquisition plans, program plans, cost estimates, schedule, performance and benefits baseline.
  • Reviewing internal processes to ensure efficiency, cost-effectiveness, transparency and accountability. Serving as lead within Checked Baggage Technologies Division, Portfolio Branch to organize, plan, schedule, implement, control, analyze and report on all elements of the program and identify the resources necessary to for timely program execution.
  • Developing a system to identify, interpret and track overall program effectiveness and identify program risk.
  • Ensuring funding and allocation of resources are appropriate to meet program outcomes.
  • Supporting the Contract Officer in negotiation of contract award and contract modification. Performing Contracting Officer Technical Representative duties.
  • Establishing integrated product teams and working groups to complete various initiatives.
  • Applying and maintaining performance metrics. Periodically, report program status to TSA leadership.
  • Managing complex projects at multiple airports across a wide area of responsibility.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the position to be filled. Such experience includes assisting with budget formulation and development of acquisition strategies; and conducting analyses to evaluate the effectiveness and efficiency of projects/programs and make recommendations.

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the position to be filled. Such experience includes applying knowledge of concepts, methods, and practices related to effective program management for acquisition programs; developing budgets and defining acquisition strategies; and identifying project risk and mitigation strategies.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.

Conditions of Employment:

Must have or be able to obtain Level II Acquisition Program Manager (FAC-P/PM) certification within 12-18 months of appointment.

At the I band level; Contracting Officer\'s Representative (FAC-COR) Level II certification must be obtained within 12 months of appointment.

At the J band level; Contracting Officer\'s Representative (FAC-COR) Level III certification must be obtained within 12-18 months of appointment.
