Duties

This Program Specialist position is located in the Deployment Branch, End User Services Division, within the Office of Information Technology (OIT), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be responsible for documenting project scopes of work involving IT infrastructure deployments and formalized Statements of Work (SOWs) in preparation for contractual submission. Typical assignments will include but are not limited to:

  • Ensuring accurate and timely responses are provided to TSA\'s Office of Acquisition (OA) throughout the life cycle of each project.
  • Supporting project kickoff meetings in terms of creating agendas, scheduling and documenting action items.
  • Providing guidance in the documentation of Project Management Plans (PMPs) that include scope, resources, communications risk management mitigation, training and detailed MS Project schedules to support milestone charts.
  • Providing expertise in the documentation of Independent Government Cost Estimates (IGCEs) and assistance with documenting price reasonableness evaluations against contractually submitted proposals; the documentation of processes to monitor contract progress, policies, procedures, techniques, methods and management controls, and ensuring projects comply with asset management, IT security, system integration, and fiscal management policies.
  • Determining objectives, strategies, and related deliverables, creating work breakdown structures (WBSs), gathering required resources through brainstorming sessions with subject matter experts, and estimating projected costs.
  • Acting as a Contracting Officers Representative (COR), documenting action items, reviewing invoices, monitoring contract performance, recommending remediation, and assisting Contracting Officers.

The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying detailed knowledge to construct and modify Statements of Work and Project Management Plans; and applying administrative processes related to IT policies and procedures to document Independent Government Cost Estimates and management controls.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying advanced knowledge to construct and modify Statements of Work and Project Management Plans; applying IT policies and procedures to document Independent Government Cost Estimates and management controls; and applying project planning principals, methods, techniques, and tools to develop, schedule, coordinate and manage projects.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.
