Duties

This Emergency Preparedness Specialist position is located in the Emergency Preparedness Section within the Operations Branch of the Flight Operations Division, Office of Law Enforcement/Federal Air Marshal Service (OLE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the primary point of contact in areas of preparedness, development of operational plans, incident management exercises, incident management training, and making recommendations for procedural and process improvements. Typical duties include but are not limited to:

  • Developing and contributing to the development and issuance of TSA-wide continuity planning and operational guidance and instructions. Identifying solutions to complex preparedness related challenges across functional and organizational lines.
  • Developing and contributing to the development of and perform platform instruction/delivery of incident management specific training as it pertains to the utilization of WebEOC and transportation incident management. Providing advice and assistance in conceptual aspects of preparedness training to meet all aspects of incident management performance and metrics.
  • Supporting the emergency preparedness and operational readiness of TSA Headquarters offices and TSA field elements. Performing periodic reviews of operational plans and emergency preparedness management directives. Providing support to Critical Incident Management Group as the representative from Emergency Preparedness Section.
  • Performing a wide range of emergency preparedness planning and program issues and makes sound recommendations for improvements. Designing improvement plans to rapidly assess emerging incidents that expand operations as needed and developing recovery actions to stabilize any critical incident.
The major duties described above reflect the full performance level of this position. Typically, the lower Pay Band (Pay Band G) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex and be performed under closer supervision.

Qualifications

To qualify for the SV-G Pay Band, (equivalent to GS-11), you must meet one of the qualification requirements (D, E, or F) outlined below. D. Experience: You must have one year of specialized experience at the SV-F Pay Band or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes utilizing knowledge of Federal emergency policies, including the National Response Framework (NRF), Incident Command System (ICS), National Incident Management Response System (NIMS), and Homeland Security Exercise and Evaluation Program (HSEEP) and Federal Continuity Directive or similar private sector emergency management policies or systems to develop operational plans, incident management exercises and training; responding within the NRF to address incident command systems at the local , state and national levels; exercising knowledge of operational concepts, work flow processes, and functionalities within an emergency operations center environment to provide activity guidance and support field emergency efforts; exhibiting knowledge of and ability to use a variety of emergency management and exercise facilitation tools such as WebEOC to effectively manage and operate in an Emergency Operations Center environment; effective public speaking with internal and external stakeholders to provide and present incident management reports, share information and lead and coordinate/facilitate incident management training and exercises; utilizing Office Suite, including MS Outlook (calendar and scheduling functions), MS PowerPoint, MS Publisher and MS Word; OR E. Education: Completion of a Ph.D. or equivalent doctoral degree; OR three full years of progressively higher level graduate education leading to such a degree; OR LL.M, if related; OR F. Combining Education and Experience: Combinations of successfully completed higher level graduate education and experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position. GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement.

To qualify for the H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes utilizing knowledge of Federal emergency policies, including the National Response Framework (NRF), Incident Command System (ICS), National Incident Management Response System (NIMS), and Homeland Security Exercise and Evaluation Program (HSEEP) and Federal Continuity Directive or similar private sector emergency management policies or systems to develop operational plans, incident management exercises and training; responding within the NRF to address incident command systems at the local , state and national levels; exercising knowledge of operational concepts, work flow processes, and functionalities within an emergency operations center environment to provide activity guidance and support field emergency efforts; exhibiting knowledge of and ability to use a variety of emergency management and exercise facilitation tools such as WebEOC to effectively manage and operate in an Emergency Operations Center environment; effective public speaking with internal and external stakeholders to provide and present incident management reports, share information and lead and coordinate/facilitate incident management training and exercises; utilizing Office Suite, including MS Outlook (calendar and scheduling functions), MS PowerPoint, MS Publisher and MS Word. To qualify for the I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes: utilizing comprehensive knowledge of Federal emergency policies, including the National Response Framework (NRF), Incident Command System (ICS), National Incident Management Response System (NIMS), and Homeland Security Exercise and Evaluation Program (HSEEP) and Federal Continuity Directive or similar private sector emergency management policies or systems to develop operational plans, incident management exercises and training; responding within the NRF to address incident command systems at the local , state and national levels; exercising comprehensive knowledge of operational concepts, work flow processes, and functionalities within an emergency operations center environment to provide activity guidance and support field emergency efforts; exhibiting knowledge of and ability to use a variety of emergency management and exercise facilitation tools
