Duties

This Program Analyst position is located in the Office of Intelligence and Analysis (OIA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be responsible for supporting various programs and initiatives across the OIA Program Management Division (PMD) through program management, operations support, and/or acquisition and contract oversight best practices. Typical assignments will include but are not limited to:

  • Developing and implementing internal and external communications in support of transportation security programs including presentations, briefings, responses to DHS/TSA leadership concerns and issues, official responses to General Accountability Office/Inspector General audits, consistent program documentation, goals, and objectives.
  • Managing intake and development of new start programs and aligning to existing enrollment and vetting capabilities. Implementing new transportation security related programs in support of TSA\'s security mission, or establishing TSA as a service provider for external programs.
  • Supporting the preparation and implementation of DHS Information Technology (IT) acquisition program requirements, including monthly reporting in support of DHS program requirements, Office of Management and Budget (OMB300) monthly and annual reporting, DHS Chief Information Officer (CIO) program status reviews, financial/budget management, risk management, communications management, and technical change management processes.
  • Performing policy compliance reviews and providing qualitative analysis in determining relevant, high priority policies impacting transportation security programs to include assessing the program compliance with DHS/TSA management directives, guidance and established policy.
  • Supporting management of the Security Threat Assessment (STA) program operational activities and providing day-to-day operational leadership on transportation related security programs including management of contractors, contract deliverables, identification of inefficiencies, security vulnerabilities, and mitigation strategy. Providing briefings to internal and external senior leadership on financial and budget management including fee/revenue collection and spend plan development, development and maintenance of critical program documents for internal and external consumption, coordination across internal and external stakeholders for policy, legal, financial, and privacy issues. Supporting program gathering, compilation, analysis, and reporting of program metrics regarding operational activities and financial management.
  • Providing program representation oversight of technical/interface requirements discussions for multiple systems supporting operations for various programs\' STA enrollment and vetting, including external agency interface and Information Technology (IT) security requirements.
  • Supporting and managing strategic initiatives that standardize services and policies for TSA and external STA programs, including standardized enrollment services, centralized requirements management, standardized data collection and associated processes/policies. Managing and coordinating interagency and cross-program initiatives including associated policy and requirements alignment and implementation. Developing and managing policy, rule-making, coordination, and communications efforts for new and amended legislation, Congressional mandates, White House National Security Staff, DHS and other external agency requirements. Working across TSA, DHS, and other Federal, state, and local agencies to standardize identity management, security threat assessment, and credentialing initiatives in support of ONE DHS and Risk Based Security strategic goals.

The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.


Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying analytical and evaluative methods and techniques to conduct analyses or studies to evaluate the effectiveness, efficiency, and productivity of projects or programs and recommending modifications to program goals and objectives.

To qualify for the SV-J Pay Band (equivalent to GS-14/15), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the position to be filled. Such experience includes applying analytical and evaluative methods and techniques to conduct complex analyses and studies to evaluate the effectiveness of multiple projects and programs and recommending modifications and improvements to program goals and objectives; and applying knowledge of business requirements to lead analysis sessions with stakeholders and to analyze business scenarios.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. no additional credit is given for overtime. You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.
