Duties

This Intelligence Operations Specialist position is located in the Modal Analysis Section, Strategic Analysis Branch, Threat Analysis Division, within the Office of Intelligence and Analysis (OIA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the lead analyst and subject matter expert for threats to the domestic and foreign Freight Rail/Mass Transit transportation modes. You will be responsible for producing intelligence reports relating to terrorist tactics and worldwide threats to transportation. Typical assignments will include but are not limited to:

  • Monitoring multiple information sources, and researching, analyzing, producing, and disseminating Congressionally mandated annual Freight Rail/Mass Transit assessments on threats.
  • Enabling and facilitating the production of finished written and graphic products that meet high Intelligence Community (IC) and DHS intelligence Enterprise (IE) standards.
  • Developing and refining intelligence products to meet customer requirements.
  • Engaging with transportation sector stakeholders to share information and coordinate activities regarding threats, terrorist tactics, countermeasures, and industry best practices.
  • Mentoring and training OIA analysts on threats to the Freight Rail/Mass Transit transportation mode based on expert knowledge of the subject matter.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying intelligence concepts, guides, and methodologies to analyze, review, and advise on transportation intelligence information, with the ability to transfer those skills to rail/mass transit modes of transportation; and applying intelligence and analytical processes to perform and oversee analyses of emerging terrorist tactics and threats to the Homeland and the U.S. transportation sector.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.
