Duties

This Accountant position is located in the Audit Policy Branch, Financial Management Division, within the Office of Finance and Administration (OFA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be serving as the technical specialist for the annual TSA risk assessment process for financial reporting, working closely with organizations throughout TSA to identify risks and mitigating actions that could impact the financial statement and subsequent audit. Typical assignments will include but are not limited to:

  • Coordinating the day to day financial statement audit activities throughout the audit process, including audit planning, execution, and close-out. Coordinating, scheduling and conducting walk through with the auditors on site visits to explain the financial processes and management controls.
  • Planning audit activities and coordinate and negotiate with the auditors on Provided by Client (PBC) requests by the Office of Inspector General, audit samples, follow-up requests, and due dates.
  • Reviewing and coordinating with TSA organizations on draft Notice of Findings and Recommendations (NFRs) in order to validate the accuracy of draft conditions and to verify sample results.
  • Participating on teams, working closely with peers, FMD branch chiefs and other TSA organizations to solve complex accounting problems that arise during the Risk Assessment process or audit cycle.
  • Coordinating and scheduling risk assessment meetings with TSA leadership and auditors.

Qualifications

To qualify for this position you must meet one of the basic requirements (A or B) outlined below.

Basic Requirements:

A. Education: A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly, accountant should be interpreted, generally, as accountant and/or auditor.)

OR B. Combining Education and Experience: Combinations of successfully completed education and experience-at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant\'s background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant\'s education, training, and experience fully meet the specified requirements.
NOTE TO ALL CANDIDATES: A copy of your college transcript, list of college courses designating semester or quarter hours earned, or proof of CPA or CIA certification is required. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.


AND

In addition to the Basic Requirements,


To qualify at the SV-I Pay Band (equivalent to GS-13), you must have completed one of the Basic requirements in paragraph A or B above and have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying knowledge of accounting laws, regulations, and policies relevant to the preparation of financial statements; managing the annual financial statement audit process (e.g., developing points of contact, onboarding and off-boarding audit staff, reviewing and updating audit policy standard operating procedures, and serving as point of contact for audit planning work); and experience coordinating and advising on the financial statement audit process pertaining to Information Technology (IT) (e.g., organizing work, coordinating with system owners, providing IT security controls expertise, and liaising with auditors).

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
