This Program Manager position is located in the Office of Intelligence and Analysis (OIA), Mission Architecture and Process Innovation (MAPI) Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be responsible for directing the team in operating the governance mechanisms and processes for the OIA senior team to prioritize business/operational initiatives across the OIA enterprise portfolio. Typical assignments include but are not limited to:

  • Applying understanding of broad organizational needs, program knowledge, strategic alignment, mission impact/efficiencies, alternatives, and anticipated impacts, risks, and issues to present recommendations to OIA senior leadership on priorities and investments.
  • Creating and maintaining the OIA enterprise-level portfolio of initiatives, and presenting it to senior leadership on a monthly basis for action, and to enable greater awareness, unity of effort, communication and collaboration across the multiple divisions within OIA.
  • Ensuring overall team delivery of OIA office-wide and interoffice strategic and core mission initiatives, originating from division level needs, leadership direction and agency/department mandate. Performing oversight of all tasks/activities related to the regulatory/legal/privacy requirements, planning, business development, technology integration, and implementation for these initiatives to meet significant TSA goals, and directing/monitoring the work of multiple teams across multiple TSA offices.
  • Directing the team in the formulation and recommendation of positions on major projects/policies/issues/changes to senior management, related to large programs/initiatives (e.g., Secure Flight, RBS) that directly impact the goals and objectives of TSA.
  • Coordinating deliverables from multiple contractors, ensuring timelines and scope of work are met; approvals are obtained and coordinated through TSA and the Office of Acquisition.
  • Serving as the hiring manager for the Governance and Architecture Branch. Assessing resource needs and developing accurate and up to date position descriptions for vacancies; and ensuring appropriate recruitment and selection.

Supervisory duties include strategic planning; communicating the program\'s vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of the organizational unit and employees; coaching and developing staff; approving leave; taking or recommending corrective/disciplinary actions as appropriate; defining, acquiring and allocating budget, staff, and other resources to accomplish objectives; leading and integrating the budget planning processes and projects; and participating in planning efforts that cross organizational lines.

To qualify for the SV-K Pay Band (equivalent to GS-15), You must have one year of specialized experience equivalent to the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes experience in designing and operating agency and office wide governance policies, mechanisms and structures to facilitate leadership level decision-making processes.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
