DUTIES:

This Program Analyst position is located in the Performance Improvement Section, Performance Management Branch, Mission Performance Division, within the Office of Security Operations (OSO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include:

  • Managing a portfolio of highly complex analytical studies, while mentoring lower level (Green Belt), and higher level (Black Belt) candidates to establish performance and process improvement milestones having Agency-wide impact through Lean Six Sigma (LSS) projects.
  • Acting as a Subject Matter Expert (Black Belt), leading LSS projects, and managing LSS portfolio’s as directed by the Assistant Administrator (AA) of OSO and other AA’s as requested.
  • Conducting Government Accountability Project (GAP) analyses of performance in compliance with Government Performance and Results Act (GPRA) requirements, building new metrics to meet emerging needs.
  • Integrating performance improvement goals, data and metrics, and linking project plans into the overall strategic plan for OSO.
  • Designing and developing the LSS training program, and defining training and certification requirements for LSS Green Belts and Black Belts.
  • Serving on Government-wide and agency working groups providing advice and guidance to DHS.
  • Providing data and reports in response to Government Accountability Office (GAO) and Office of Inspector General (OIG) audits and reports, and to assist in preparation of congressional testimony by the Administrator and AA/OSO.
  • Ability to be trained and certified as a Contracting Officers Technical Representative (COTR) and serve in that capacity to assist in managing the LSS program offices contracts and contract resources.

To qualify for the SV-J Pay Band (equivalent to GS-14/15), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes applying Lean Six Sigma principles with at least a Black Belt certification, and experience managing analytical studies to establish performance and process improvement in security operations.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
