This Financial Specialist position is located in the Financial system Implementation and Support Section, Financial System Branch, in the Financial Management Division, within the Office of Finance and Administration (OFA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be providing functional support to the financial system implementation, operation and maintenance. You will also be translating financial system requirements for the automated financial system service provider, ensuring that requirements align with federal laws and Treasury, DHS and TSA financial regulations. Typical assignments will include, but are not limited to:

  • Providing implementation, configuration, and integration support of the Oracle Federal Financial (OFF) COTS software version R12 or prior versions specific to at least two to the following modules and related interfaces: Oracle Accounts Payable, Oracle Purchasing, Oracle Procurement, Oracle Contract Lifecycle Management (CLM), Oracle General Ledger, Oracle Federal Administrator, Oracle Projects, and Oracle Fixed Asset.
  • Providing support of OFF modules for modifications and enhancements of system functionalities and identifies system problems for IT specialists to resolve.
  • Providing support to TSA program/project management activities and documentation related to the financial system implementation, operations, and maintenance. Developing and providing presentations concerning these activities.
  • Evaluating and gathering functional requirements, business process analysis, functional testing, and data conversion analysis for the applicable Oracle modules and related interfaces. Leading requirement analysis using the Software Development Life Cycle (SDLC) process.
  • Evaluating the financial system compliance with applicable guidance. Supporting TSA’s internal control evaluation and financial audit activities. Leading the coordination, response, development, and implementation of Mission Action Plan (MAP) to remediate auditor Notice of Findings and Recommendations (NFR) related to financial systems.
  • Performing management control assessments of financial system related business processes and procedures and identifies weaknesses in the design and effectiveness of internal or management controls. Ensuring compliance with internal or management controls.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying advanced knowledge of Oracle Federal Financial (OFF)COTS software version R12 or prior versions specific to at least two of the following modules and related interfaces: Oracle Accounts Payable, Oracle Purchasing, Oracle Procurement, Oracle Contract Lifecycle Management (CLM), Oracle General Ledger, Oracle Federal Administrator, Oracle Projects, and Oracle Fixed Asset; and applying advanced knowledge of gathering functional requirements and business process analysis using the Software Development Life Cycle (SDLC) process.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
