KEY REQUIREMENTS

This Supervisory Personnel Security Specialist position is located in the Physical Security Section, Security Branch, Security Services and Assessments Division, Office of Law Enforcement/Federal Air Marshal Service (OLE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the Field Support Unit Chief, responsible for the development, installation, and maintenance of Security Systems at TSA locations nationwide. Duties also include but are not limited to:

  • Coordinating security installations with the Office of Real Estate for all new projects and renovation projects for TSA Facilities.
  • Implementing and developing standards and requirements for physical and technical security related programs for over 600 TSA facilities to include Headquarters, the Freedom Center and field locations.
  • Conducting physical security systems assessments including technical evaluation of criticality and vulnerability and effectiveness of physical deterrent systems.
  • Providing recommendations and guidance to contacts at all levels within TSA and other government agencies, interpreting policies and how they apply to assigned program areas, including new approaches/interpretations consistent with existing statutes and authorities.
  • Monitoring and performing on-site inspections, making adjustments where previous techniques and methods require changes, and recommending appropriate corrective actions on the operation and integrity of the physical security systems, i.e., closed circuit television (CCTV), identification passes, security key/lock electronic security alarm systems, boundary fencing, etc.
  • Preparing and/or reviewing reports recommending improvements to systems and processes to improve operational efficiency. Keeping current on the latest developments in physical and technical security policy requirements. Evaluating the adequacy of systems and developing proposals for improvement and alteration.
Supervisory/Managerial duties includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

To qualify for the SV-J Pay band (equivalent to the GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 in the Federal Service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes: utilizing an expert knowledge of security disciplines (e.g. Access Control, Physical Security, Locks, CCTV) and the associated information systems security, intelligence methods, security policy and the impact they have on transportation security; utilizing an expert knowledge of access control principles, operational security policies, procedures, directives and regulations that are within federal, civilian, military and/or intelligence agencies; using a knowledge of access control and security plans to include devices and programming, standard operating procedures, continuity of operations, emergency preparedness plans and disaster recovery; participating in vulnerability and risk assessments; using a knowledge of security programs and activities in government agencies that impact, are impacted by, or otherwise relate to SA security programs and operations; and installing and troubleshooting locking hardware and system and system circuitry and alarm and video installations and maintenance.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
