Position Description:
The Highway Engineer - EIT will execute technical work assignments on transportation engineering projects individually or as part of a project team.
Essential Functions & Responsibilities:
- Perform capital improvement transportation designs
- Prepare State regulatory permit applications- Traffic Signal Permitting and Highway Occupancy Permitting
- Prepare bid plans and specifications
- Compose letters, memoranda, reports, applications and studies
- Perform site investigations and field reconnaissance
- Project coordination with Transportation staff, clients, attorneys and residents
- Prioritize and manage multiple projects
Essential Qualifications:
- Bachelor’s Degree in Civil Engineering
- Engineer-in-Training (EIT) certification required
- Minimum of 2-4 years of experience in Transportation, Highway, Traffic Engineering field
- Experience in highway design
- Experience in infrastructure design
- Knowledge of Federal, State and Local regulatory and permitting requirements
- Experience in PennDOT ePermitting for Highway Occupancy Permitting process
- Previous experience in assisting on working with municipalities, including public and/or private sector design projects
- Software experience includes: Microsoft Office, AutoCAD, Synchro, and HCM
- Experience with PennDOT ECMS document uploading and maneuvering within ECMS

- Organized and detailed oriented with excellent interpersonal skills
- Excellent oral and written communication skills including the ability to compose letters and complex reports and to orally communicate technical information to others in public presentations
- Ability to work independently and as part of a project team
- Demonstrates the highest degree of ethical behavior and candor
- Ability to understand complex problems and to collaborate and explore alternative solutions
- General knowledge of traffic engineering and underground utilities
- Possess experience with Microsoft Suite and AutoCAD (preferably Civil 3D)
- Experience with PennDOT ECMS document uploading/maneuvering and ePermitting process
- Comfortable performing in an environment that requires independent evaluation, judgment and decision making
- Must possess a passion for excellence and a drive for continued development and growth
Essential Position Requirements:
- Occasional regional travel required
- Ability to work additional and/or nonstandard office hours, as required
