This Budget Analyst position is located in the Budget and Performance Division, within the Office of Finance and Administration (OFA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be using budget and financial data manipulation and integration techniques to accurately synthesize and consolidate large budget and financial data sets for analysis. Typical assignments include, but are not limited to:

  • Using strong analytical skills to effectively derive and develop budgetary system requirements and designs for budgetary analysis templates and tools. Translating budgetary system process problems into sets of objectives with concise and logical requirements. Determining the needs of the Division for reports, requirements and analyses and developing the process for downloading the data from the system, analyzing the data, and developing the needed reports.
  • Developing budgetary reports using business intelligence processes to analyze data, develop and implement system enhancements to meet changing organizational requirements. Enhancing existing macros to download and analyze data and reports and works with Finance and Finance\'s system staff to enhance reports, databases, etc.
  • Developing and collaborating with other Budget and Performance branches to provide information that facilitates the TSA liaison with DHS, OMB, and Congressional Committees. Working with other branches to ensure the Directorate\'s products and recommendations are efficiently coordinated and consistent with DHS, TSA, OMB policy and Congressional intent. Performing strategic resource analysis using budget execution/program performance data to provide recommendations to leadership on the distribution of constrained resources to resolve budgetary challenges.
  • Performing process improvements analysis and implements best practices; assesses strategies and alternatives, including commercial off-the-shelf (COTS) systems; conducting market research on commercially available solutions; identifying and implementing systems as required; developing technical and functional requirements to automate processes; conducting gap analyses between the current environment and the desired business requirements; and preparing a master project plan to guide implementation.
  • Developing end user guidance and documentation, and training the BPD staff on the tools that are developed and processes and procedures.

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes applying principles, practices, laws and regulations to the Federal government budget process (e.g., budget formulation, justification, presentation, execution, and performance analysis of a program budget).

Desirable Factor: Experience in collecting, reviewing, and analyzing data from relational database management systems (RDBMS) and the use of Structured Query Language (SQL) to structure and present budget data from several different client programs and libraries (e.g., MS SQL Server, Oracle, Commercial Off-the-Shelf [COTS] products). In addition, the experience must have included work that required skill in MS Excel conditional formatting, advanced charting and the use of VBA and macros to project and forecast trends from available financial data.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
