DUTIES:

This Program Specialist position is located in the Security Operations Training Division - TSA Training Academy, within the Office of Training and Workforce Engagement (OTWE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as an Information Technology (IT) point of contact for new IT equipment, as well as email and other IT accounts. Typical duties include, but are not limited to:

  • Working with the Office of Information Technology (OIT) in creating mailboxes and email accounts, and in defining and reviewing software requirements and developing procedures designed to improve IT activities and customer service. Ensuring proper implementation and/or compliance with systems policies, updates and upgrades. Providing routine diagnostic support and assisting in identifying/defining systems requirements.
  • Advising managers, supervisors and employees to resolve technical issues, and performing diagnostics and troubleshooting software and hardware problems in order to provide support and to minimize interruptions in OTWE’s ability to support TSA’s mission.
  • Analyzing IT systems including hardware and software system documentation; scheduling deployment and installation of IT systems.
  • Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of BMO IT program operations to ensure established goals and objectives are met.
  • Developing procedures assessing the effectiveness of administrative control systems to prevent loss, unauthorized use or misappropriation of OTWE IT assets.
  • Developing plans and procedures for acquiring and managing IT equipment and disposal of property at the end of life cycle.
  • Assisting in maintaining accurate inventory/asset information; working with the Accountable Property Officer to ensure user and equipment records are updated. Requesting closeouts of TSA network accounts, e-mail and Virtual Private Network (VPN) accounts, and return of technology equipment and wireless devices when employees retire or depart the agency. Ensuring new hires are provided with the appropriate required IT equipment.
  • Providing operational services support. Managing space utilization for workstations and serving as the key control officer and facility coordinator. Assisting in maintaining accurate inventory asset information (e.g., serving as property custodian and assisting the Accountable Property Officer (APO) in updating user/equipment records). Reviewing specifications for procurement of new but established software to ensure compliance with security requirements at the systems or local area network (LAN) level.
  • Providing recommendations and best practices into new and revised guidance initiated by the various program offices within TSA concerning IT operating systems and software.
  • Keeping up to date on technological developments and making effective use of technology to achieve results. Ensuring access to and security of Information Technology systems.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience at the SV-F Pay Band or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes: utilizing basic knowledge of Information Technology (IT) techniques, requirements, methods and procedures to create email or other IT user accounts; performing diagnostics/troubleshooting software and hardware problems; and maintaining accurate inventory/asset information, and ensuring user and equipment records are up-to-date.

OR Education: Completion of a Ph.D. or equivalent doctoral degree in a related field; OR three full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related.


OR Combining Education and experience: Combinations of successfully completed progressively higher level graduate education (beyond the second year) and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the band level; then determining the education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position.

GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Applicants who meet the qualifications listed above based on education or a combination of education and experience must provide proof of education, such as a list of completed college courses or the date and school of degree (including the number of semester or quarter hours) or transcript(s) from an accredited college or university. To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year ofspecialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes: utilizing advanced knowledge of Information Technology (IT) techniques, requirements, methods and procedures to provide routine diagnostic support and to assist in identifying/defining systems requirements; troubleshooting software and hardware problems and resolving technical issues; analyzing and evaluating IT systems and IT program operations to ensure established goals and objectives are met; and maintaining accurate inventory/asset information, and ensuring user and equipment records are up-to-date.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
