This Human Resources Specialist (Labor Relations) position is located in the Office of Human Capital (OHC), Labor Management Relations Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be responsible for planning and carrying out broad analyses and studies that result in new operational policies, procedures and guidelines to establish the framework for national collective bargaining using interest-based processes consistent with the principles of interest-based negotiations. Typical assignments include but are not limited to:

  • Developing strategies for implementing the operation of the TSA nationwide labor relations program.
  • Serving as an advisor to TSA and OHC executive leadership on a wide range of highly complex and potentially precedent setting issues relating to the operations and management of the national labor relations program. Responding to requests for interpretation of agency policies, procedures, and precedents on unique and possibly ambiguous labor relations questions.
  • Participating in assessing the potential impact of decisions on agency-wide non-security related policies, programs, and practices, and in managing complex aspects of collective bargaining at the national level in non-security employment issues.
  • Evaluating the potential impact of labor issues on broad aviation and transportation security programs and operations, and providing recommendations to the Director on pending issues.
  • Utilizing interest-based negotiation and problem solving methodologies and techniques to resolve a wide range of complex issues.
  • Making appropriate recommendations to field supervisory personnel to resolve the issues which may potentially have broad impact and precedent setting implications.

To qualify for the SV-I Pay Band, (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities required to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying advanced knowledge of broad Human Resources concepts, principles, and practices as it relates to labor relations; and utilizing non-traditional collaborative strategies and approaches to labor relations, labor-management partnerships, dispute resolution, interest-based bargaining, and facilitation.


National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
