This Equal Employment Opportunity Specialist position is located in the Civil Rights Diversity and Inclusion Division (CRDI), within the Office of Civil Rights and Liberties, Ombudsman and Traveler Engagement (CRL/OTE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will report directly to the Section Chief. You will use your knowledge of civilian Federal civil rights and Equal Employment Opportunity (EEO) laws, regulations, and policies to advise, guide, and provide support services to TSA offices or field components. Duties include but are not limited to:

  • Providing and ensuring legal and technical proficiency in processing civilian Federal sector Equal Employment Opportunity formal complaints in accordance with Equal Employment Opportunity Commission (EEOC) Regulations at 29 CFR, Part 1614 and EEOC MD 110.
  • Analyzing EEO laws, regulations, and guidance to determine acceptability or to recommend dismissal of a formal Equal Employment Opportunity complaint.
  • Conducting sufficiency reviews of investigative plans and Reports of Investigations submitted by EEO investigators.
  • Providing advice and assistance to managers, supervisors, and employees on formal civilian Federal sector EEO complaint processing.
  • Using iComplaints and Excel programs to produce reports and to respond to requests for data.

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band (GS-11) in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes applying civilian Federal sector civil rights and Equal Employment Opportunity (EEO) laws, regulations, and policies to manage and process a case inventory of formal EEO complaints; and producing EEO related correspondence, documents, and reports.

DESIRABLE FACTOR: Experience processing formal Federal sector EEO complaints (civilian) and investigations of formal complaints.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
