This Supervisory Information Technology (IT) Specialist position is located in the End User Services Division (EUSD), within the Office of Information Technology (OIT), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the first line supervisor and Program Manager for the End User Services Division (EUSD). You will serve as the subject matter expert on policies and procedures for the management, control, acquisition and tracking of Commercial Off-The-Shelf (COTS) software and hardware. Typical assignments include but are not limited to:

  • Developing software and hardware intake procedures, controls and approaches that are driven by TSA policies, government-wide rules and regulations. Analyzing IT-related scopes of work to ensure compliance to software and hardware management and fiscal management policies.
  • Coordinating acquisition and delivery efforts with Office of Acquisition and reconciliation activities with Office of Property Management (OPM), Office of Financial Management (OFM), and other OIT divisions. Representing the Division at TSA, DHS and interagency technical working group sessions and at vendor sponsored marketing meetings.
  • Providing guidance to staff acting as a primary Contracting Officer\'s Representative (COR) for procurements. Monitoring progress and reporting of IT project activities related to technology refreshes, software and hardware procurements and renewal, warranties and license compliance.
  • Determining objectives and strategies in order to meet the goals of the agency software and hardware management program. Organizing the work, priorities, and determining resource requirements.
  • Providing expert supervision, guidance and instructions at the agency and program level to address diverse, highly complex issues regarding software and hardware procurement and management.
  • Advising management on the development of guidelines and standards and preparing highly complex analysis used in forecasting trends and formulating overall plans and approaches.
  • Formulating and recommending organizational positions on major projects/policies/issues to senior management. Planning, developing, and coordinating software and hardware management strategies.

Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

FOR ALL IT POSITIONS: To qualify, you must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and to make recommendations.


In addition to the above requirements, to qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying IT systems security technologies, principles and concepts to provide oversight for the planning, development, implementation, maintenance, monitoring, and enhancement of software and hardware systems.


National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
