This Information Technology (IT) Specialist (INFOSEC) position is located in the Office of Information Technology (OIT), Technology Solutions Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as Information System Security Officer (ISSO) and principal point of contact for information assurance activities at the IT system level. This includes ensuring that appropriate steps are taken to implement information system requirements for IT systems throughout their life cycle, from the requirements definition phase through disposal. You will be responsible for implementing over-arching IT Security policy within the areas of responsibility designated by the Information System Security Manager (ISSM), and reviewing draft and final policies for adherence to higher level IT Security policy. Typical assignments include but are not limited to:

  • Serving as the principal point of contact for all matters related to the security of automated information systems and assigned general support systems. Preparing or overseeing the preparation of System Security Plans (SSPs) required for certification and accreditation and ensuring the SSP is current at all times and reflects the most current configuration and security state.
  • Developing a contingency plan for each information system which addresses emergency response, backup and recovery actions required to provide reasonable continuity of data processing support should events occur that prevent normal operations.
  • Reporting and documenting all IT Security incidents to the ISSM or designee. Compiling an inventory of allocated information systems and providing a copy of the inventory on a bi-annual basis to the ISSM. Coordinating the implementation of the line of business security awareness and training process with other ISSOs and with the ISSM.
  • Providing policy guidance and instruction support internally and externally.
  • Representing TSA as a senior technical point of contact on information security projects. Presenting briefings and consultative services to executive and management officials on IT security applications and practices.
  • Reviewing computer systems and networks to ascertain if changes have occurred that could adversely affect security.

The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

FOR ALL IT POSITIONS: To qualify, you must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and to make recommendations.

In addition to the requirements for all IT positions, to qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience must demonstrate serving as an information technology specialist for an organizational unit, implementing and /or disseminating standard IT security tools, procedures, and practices; planning and carrying out projects for collecting, recording and performing system analysis; identifying problems and providing data and/or written reports to support the development of security system plans and techniques.

In addition to the requirements for all IT positions, to qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience must demonstrate serving as an information technology specialist or team leader for projects impacting one or more organizations; planning, administering and implementing security policies; developing security system plans and techniques; contributing to the preparation of reports and contractual documents used to monitor and evaluate systems compliance and reliability.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
