Metropolitan's facilities include the 242-mile Colorado River Aqueduct, five conventional water treatment plants with a combined capacity of 2.6 billion gallons per day, nine surface water reservoirs, 800 miles of pipeline, and 16 hydroelectric power plants.

The Senior Benefits Analyst will act as a lead and provide technical expertise for the day-to-day administration of the health and voluntary benefits, and employee leaves. This person will be responsible for developing, updating and conducting various presentations on the health, voluntary and retirement benefits offered by Metropolitan.  This person coordinates and administers open enrolment annually. He or she will coordinate the RFP for our Insurance Broker including sitting on the selection panel as well as oversee the administration of a new Third Party Administrator (TPA) providing health care advocacy to employees and their dependents. The Senior Benefits Analyst will be responsible for the administering and assisting the HR Benefits Manager with ensuring we are in compliance with the Patient Protection and the Affordable Care Act, HIPPA, and COBRA administration.  The successful candidate will also back up the Leave Coordinator to handle disability and life claims as needed. 

*        Present the benefits segment of new hire orientation, health and voluntary benefits administration, open enrollment and wellness programs

o    Update material and incorporate financial education training as part of Day 2 orientation, and assisting with training as needed

*         Design material, help train support staff, coordinate, schedule and conduct site visits for open enrollment

o    Plan, coordinate and oversee site visits to provide education on health and well ness programs.

*         Administer and promote Health Care Advocacy with a Third Party Vendor that will assist employees and dependents with health and FSA claims issues.

*        Oversee the annual re-enrollment and discrimination testing with TPA for the Health and Dependent Care Flexible Spending Account plans.

*         Lead staff for the Benefits Administration module of PeopleSoft which includes creating manual events, documenting procedures, and assisting with developing and conducting test cases for PeopleSoft updates.

*         Documenting procedures develop and conduct test cases for my|CalPERS system file feed to CalPERS.

*         Lead staff for dependent and plan election audits.

*         Coordinating mass mailings projects as needed.

*         Act as back to the staff administering disability and life claims, and leave requests.

*         Oversee the process for family status changes administered by support staff.

*         Work with HRIS, IT, and Payroll to ensure the IRS annual reporting for Patient Protection and Affordable Health Care act is completed timely.

*         Lead staff overseeing for various internal audits conducted by support staff on dependent verification, plan elections, open enrollment changes, and new hires elections.

*         Other duties as assigned. 

JOB REQUIREMENTS: EMPLOYMENT STANDARDS MINIMUM QUALIFICATIONS

Education and Experience:

Bachelor's degree from an accredited college or university in a related field, and six years of relevant experience; or three years as a MWD Human Resources Analyst III level in the related field (effective through June 2015)

Required Knowledge of:  Principles, practices and techniques of employee benefit analysis and administration; federal, state, and local laws; regulations applicable to the administration of employee benefit programs and practices; research methods and data analysis techniques

Required Skills and Abilities to:

        *        Lead, direct, organize, and review the work of staffGather relevant data, analyze problems, evaluate alternatives, and make appropriate decisions and recommendations

*        Understand, interpret, explain, and apply benefits and human resource rules, regulations, policies and procedures, and applicable local, state, and federal laws course of work

*         Effective Communication, proficient in MS Office and effective business communication; business letter writing and report preparation

*         Detail orientated, Strong customer service and presentation skills

 

 

DESIRABLE QUALIFICATIONS

*         Experience working in the capacity of health benefits which include medical, dental, vision, life, LTD and various voluntary policies 

*         Experience with administering leaves of absences including Family Medical, Military and Pregnancy Disability leave 

*         Prior experience working with CalPERS in a role that handled medical benefits and/or pension benefits 

*         Prior experience in hosting company-wide open enrollment projects for a company with multiple locations????
