  • Ensures the proper rollout of the Group Data Strategy in the US with attention to local needs - a strategy that reflects Group data policies and frameworks, US Business needs, and US regulatory requirements
  • Responsible for identifying, delivering, and tracking data quality and data management benefits cross-function/business (like GF, BCBS, etc) and has direct delivery accountability over all major intra-lob and function projects (like RBWM transformation)
  • Acts as a single point person to the US Regulators for the  development and delivery of the US data strategy and management/resolution of DQ issues and concerns
  • Coordinates prioritization, resourcing, and delivery of data initiatives across global businesses and functions including but not limited to: Data Governance, Data Quality, Data Remediation, and Data Architecture/Design.
  • Partners and collaborates with members of the US management team including US Chief Information Office, US Head of Operations, US Chief Risk and Administrator Officer as well as individual business and function Chief Operating and Data Officers, to ensure that Data Management and Data Strategy are being implemented/executed properly.
  • Facilitates root cause analysis, review, and resolution of cross line of business Data Quality Issues raised as part of business self certification, audit, or external regulators.
  • Accountable for identifying and prioritizing opportunities for US cost saves and driving delivery and realization of benefits  associated with Data in Cloud & analytics initiatives across people, process, technology and infrastructure.
  • Accountable for technical deployments or solutions implementation that will support the CDO (entity CDO and xLOB CDOs) – including but not exclusively: Juniper, Jupyter, US Google Cloud, Teradata migration to Cloud, DQ Control Room.

Responsible to effectively and efficiently manage and implement the Group and local standard for the universe of enterprise data as it pertains to customer, credit, risk, finance and product to ensure a consistent approach to storage, architecture, enabling high quality analytics to support regulatory, compliance, finance business and customer activities.

 

This critical role will work with key stakeholders such as the COO, CRO, and CFO and will be responsible for implementing and overseeing the execution of the approved Global data policies, data processes and data quality framework, building data quality into the culture of all Global Businesses, Global Functions and HTS to improve the quality of data across the organization.

 

The US CDO will work with each of the global business/global function and lead the data strategy drive into each of the businesses as well as assist each business in the implementation of their business-level data organization and strategy. Role will require  both first and second line activities depending on the nature of the project and the number of impacted business and functions.

 

The US CDO will be responsible for ensuring that the US Data strategy is implemented correctly across all Global Businesses, Global Functions and HTS, ensuring the data is correct and secure and the customers’ privacy is governed correctly and that new projects and initiatives are adhering to the minimum data standards and principles such as; use of golden source system, clear ownership/accountability of data production, proactive DQ monitoring and reporting, and documented data flow and data models.

 

The US CDO will manage standard data operating procedures, data accountability policies, data quality standards, data privacy and ethical policies as well as understand how to combine different data sources within the organization with each other, converging current data activities with the group Data strategy.

 

The US CDO will also be empowered to organize, engage and lead a team of data practitioners who have corporate-wide knowledge and experience, as well as a shared vision, roadmap and accountability for addressing the business requirements for effective business information management.

 

This will result in significant business benefits such as reduced costs, improved client experience, reduced operational risk, better MI for business decision making and increased revenue and as such the US CDO will be responsible to measure and track such benefits across business and functions and be accountable for creating a holistic US view that can be shared with senior management and external regulators.

 
Impact on the Business
  • Rollout of the US Data Strategy, in line with the Group Data Strategy
  • Implement and oversee ongoing adherence to Data Management principles across core business and functions
  • Implement “Approved Sources” for capture and distribution of critical data (or authoritative sources)
  • Ensure Data Quality Framework is being executed properly across the organization
  • Implement the use of a consistent Business Data Dictionary across HSBC US
  • Improve the Client MI capability to enable Client Selection and business decision making in the region
  • Support xLOB on implementation of new platforms for Data and Analytics, as well as provide technical guidance on the new Analytics environments (such as Google Cloud) and toolings.
Customers / Stakeholders
  • Implement Group Data Policies and Standards (data FIM)
  • Be involved in the prioritization in Orderbook (both technical and non-technical) process for several group-wide data initiatives. Examples include:
    • Improve Risk and Financial Reporting
    • Reduce RWA/Capital requirements
    • Client Data Strategy
    • Data Migration to Cloud
    • Teradata and SAS demise
  • Liaise with internal / external stakeholders including both local and Group regulatory bodies with respect Data Management activities
  • Working with the business/functions to implement a timely and effective data strategy
  • Work with Group Data Analytics program to identify, prioritize, and oversee delivery of Data-related cost reductions across the US
Leadership & Teamwork
  • Create, organize and lead the Executive Data Council to ensure collaboration across the HSBC global businesses functions
  • Provide leadership and consultancy to each global business / global function to define their business level data strategy
  • Create a Data Culture across HSBC
  • Develop and maintain relationships with business partners/functions to support the strategy
  • Work with management team to mobilize implementation programs needed to delivery core functionality (process, people, and technology) across the organization
Operational Effectiveness & Control
  • Reduce complexity of information flows across the firm resulting in reduced cost, improved data quality and enhanced controls reducing operational risk
  • Review and implement the data strategy with focus on:
    • Simplification resulting in a reduction of number of systems, servers and storage
    • Reduced number of data reconciliations reducing operational cost
    • Improve data quality to financial and regulatory reporting reducing reputational and regulatory risk
  • Partner with technology to design and delivery Future State Architecture and reduce use of redundant data stores
  • To implement the Group compliance policy locally by containing compliance risk in liaison with the Head of Group Compliance, Global Business Compliance Officer, Area Compliance Officer or Local Compliance Officer, ensuring adequate compliance resources and training, fostering a compliance culture and optimizing relations with regulators
  • Ensure that all employees are aware of and effectively identify and manage applicable money laundering (ML), terrorist financing (TF), sanctions and reputational risks
  • Ensure implementation of proper Data Controls as per Group Framework and also considering local risks.

  • Need to ensure that the country data agenda is business relevant
  • Engaging and collaborating with the business/functional COOs to ensure alignment of the country priorities and agenda with the business priorities
  • Work at multiple levels of the organization: senior management to ensure alignment and support for the program as well as project teams responsible for execution and delivery
  • Ability to implement the big picture strategic view once approved but also be able to dive into the detail to support the delivery of that vision
  • Ability to translate technical plans/strategies into business benefits and gather business support for implementation.

Management of Risk
  • Responsible for overseeing and ensuring that risk standards are in accordance with the Group Standards Manual (GSM) and appropriate Function Instructional Manuals (FIMs)
  • Review and implement robust local risk policies Business Instruction Manuals (BIMs)
  • Implement Group Data Strategy to reduce the operational risk of the firm
  • Maintain and manage same data across multiple systems – this currently causes inconsistent information and increases operational risk. The data strategy will eliminate redundant systems and create a single authoritative source of information reducing the data inconsistencies and operational risk
  • Ensure employees apply compliance, operation risk controls in accordance with HSBC or regulatory standards and policies

  • Maintains HSBC internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators
